BY MIRIAM MANGWAYA A DIRECTOR in the finance ministry, Fidelis Ngorora yesterday told chief magistrate Munamato Mutevedzi that Treasury did not approve former Public Service minister Prisca Mupfumira's request to secure a loan from the National Social Security Authority (NSSA) to purchase personal motor vehicles. Ngorora said the government was supposed to go through the formal procurement process, and that the request was unlawfully done. Mupfumira is jointly charged for graft with former permanent secretary Ngoni Masoka, on two counts of criminal abuse of office. She claimed that she got approval from Cabinet to secure a loan from NSSA to purchase the motor vehicles, but Ngorora told the court that it is only the Finance Ministry that deals with such financial matters. National Assembly Speaker Jacob Mudenda has revealed that Parliament is contemplating crafting a law that will regulate DNA testing in the country amid revelations that there is no such law. BY SILAS NKALA Mudenda said this during a stakeholders meeting with Matabeleland-based civic society organisations and journalists in Bulawayo. He was responding to concerns raised by the National University of Science and Technology (Nust) officials that the country had no law regulating DNA testing. “I was at Nust and the university raised questions on the issue of secrecy of the DNA results with major focus on how they are handled or publicised. “They said a law must be there to pave way for such a process. “I agree with the university. We shall have a process of coming up with that law,” Mudenda said. “They did not write a petition, but they presented an oral petition during my visit there.” The Speakers’ remarks come at a time the government is working on a law that will guide the process of exhumations of the remains of Gukurahundi victims in Matabeleland and Midlands. Nust is expected to conduct the genetic studies. President Emmerson Mnangagwa tasked traditional leaders to oversee the exhumations and reburial of Gukurahundi victims. The genetic studies will assist in exhumations of Gukurahundi victims buried at undignified places across the country. The Speaker said Parliament would soon have a 24-hour television station dedicated to parliamentary proceedings.

The Southern African Development Community (SADC) has agreed to respond to the Islamist insurgency ravaging areas in northern Mozambique. Five presidents who attended an extraordinary summit in the Botswana capital Gaborone, have \"finalized a comprehensive regional response\" to the unrest in Mozambique, according to a SADC communiqué.
The jihadists, who have pledged allegiance to the Islamic State group, have been active for three years in the Cabo Delgado region of Mozambique. They attack villages to sow terror and try to establish a caliphate.
Attacks, including the killing of civilians and clashes with security forces in various parts of Cabo Delgado province, have increased in recent weeks.

BY CHARLES LAITON HIGH Court judge Justice Pisirayi Kwenda today ruled in favour of the late fitness trainer, video vixen and model Michelle “Moana” Amuli’s father, Ishmael and allowed him to bury his daughter at Warren Hills cemetery as opposed to Zororo cemetery. The ruling by Justice Kwenda came about after Moana’s mother, Yolanda Kuvaoga had petitioned the court seeking an order to cancel the burial order which the deceased father, had obtained to lay his daughter to rest two weeks ago. Moana who died in a horrific accident three weeks ago that also claimed the lives of socialite Genius “Ginimbi” Kadungure, Malawian businessman Limumba Karim and Mozambican model Alicha Adams will be buried tomorrow, according to a family spokesperson, Yussuf Binali. “The validity of the burial order in first respondent’s (Ishmael Amuli) possession designating Warren Hills as the deceased’s final resting place has been confirmed by this court and the second respondent (Registrar of Births and Deaths) cannot validly issue another burial order,” Justice Kwenda said. In his detailed judgment Justice Kwenda also castigated Moana’s mother, Yolanda Kuvaoga, for over emphasising her late daughter’s secular habits on a mistaken belief that it gave her an elevated social standing in her last days. NETONE acting chief executive Chipo Jaisson stepped down this week after leading the country’s second largest mobile telecommunications company for nine months. BY PRIMROSE HAISA In an internal circular to employees this week, Jaisson who reverts back to her previous position as head of finance, cited personal reasons. “I am stepping down due to family commitments. Thank you very much for the tremendous support you gave me during my nine months tenure,” she said. IT specialist Raphael Mushanawani, who was the acting chief technology officer, has now taken over as acting CE. During Jaisson’s tenure, NetOne was the only mobile operator which increased market share, according to the recently released second quarter report by the regulator, from 24,2%% to 25,8% in the three months to June. NetOne has in recent years been hit by boardroom squabbles. Resignations of board members and firing of senior managers have dominated events at the institution while the substantive chief executive Lazarus Muchenje is on suspension with a court case pending.
It’s been a month since Algerian President Abdelmadjid Tebboune was transferred to Germany for a specialized medical treatment. He has yet to return to the country.
The 75-year old was transferred on Wednesday October 28th a day after the presidency announced his hospitalization without explaining the cause.
Senior officials in Tebboune’s entourage in Algiers had developed symptoms for the novel coronavirus. The president was placed in what the government called ‘’voluntary preventive confinement.’’
It is not clear whether the Algerian president’s hospitalization was connected to exposure. State Television reported that his condition was stable.
The absence of president Tebboune has raised concerns about the vacancy of power as was the case during the hospitalization of former president Abdelaziz Bouteflika abroad after his serious stroke in 2013.
His brother Said Bouteflika then took over the reins of leadership and tried to impose a 5th term of office for Mr. Bouteflika. This forced Algerians to take to the streets in February 2019. Mr. Bouteflika stepped down on April 2 that same year under the double pressure from the army and the unprecedented and peaceful popular Hirak uprising.
Since his absence from the country to Cologne, Germany aboard a French medical plane, according to Algerian media, six communiqués, sometimes contradictory, have been issued by the presidency.
Following announcement on October 28 that Mr. Tebboune was hospitalized in Germany for \"thorough medical examinations\", the presidency explained the next day that he was receiving \"adequate treatment adding that his state of health was \"stable and not worrying\", without indicating what the president was suffering from.
On November 3, the presidency announced that he was infected with Covid-19. Five days later, it indicated that the head of state was \"on the verge of completing his treatment\". Then on November 15, another statement said that he had completed his treatment and was undergoing \"medical examinations\".
