Public Protector Busisiwe Mkhwebane's conclusion that in approving former SARS deputy commissioner Ivan Pillay's retirement, then-finance minister Pravin Gordhan was guilty of improper conduct, was 'irrational', the Gauteng High Court in Pretoria has heard.
