Record cases
Uganda on Monday registered 701 new COVID-19 cases, the highest-ever daily increase, bringing its national count to 23,200.
The new cases were out of the 5,578 samples tested for the novel coronavirus over the past 24 hours, the country's health ministry said in a statement.
Tuesday's tally was 606, the second-highest ever number of new infections, bringing the cumulative number of confirmed cases in the east African country to 23,860.
Health authorities have blamed ongoing election campaigns which have drawn huge crowds for the rise in infections.

According to statements from councillors read in court, it was common for aspiring candidates to cater for the prospective voters' food, accommodation and transport expenses during the campaign period. However, Chiyangwa has denied the allegations before Magistrate Bianca Makwande, arguing that he did not campaign for the elections since he was not feeling well. Chiyangwa insists that Kamambo violated Zimbabwean laws by paying prospective voters. He maintains that Zifa statutes do not allow offering gifts to prospective voters.
ZIMBABWE’S resort town of Victoria Falls is set to be conferred with city status today by President Emmerson Mnangagwa, a move seen as boosting its investment potential. Mnangagwa arrived in the resort town yesterday, while Local Government minister July Moyo, Matabeleland North Minister of State Richard Moyo and Speaker of Parliament Jacob Mudenda were already in the soon-to-be city ahead of the ceremony. Speaking soon after receiving Mnangagwa at the airport, Victoria Falls mayor Somvelo Dlamini said all was set for the ceremony, adding that there was a lot of excitement in the town. “All is set. We are ready and have made necessary arrangements. All that is left is for the President to do the official signing but otherwise it’s all done because he has since made the proclamation,” Dlamini said. Earlier on Tuesday, Mnangagwa proclaimed Victoria Falls a city through Statutory Instrument 285 of 2020, upgrading the municipality to a city in terms of the Urban Councils Act. “Whereas in terms of section 141 of the Urban Councils Act Chapter 29:15, it is provided that a growth point, unincorporated urban area, local board or council may apply to the minister in the form and manner prescribed for a change of its status,” the SI. “Whereas by section 14(2) of the said Act, the minister took necessary steps under the Act to effect the changes applied for and whereas section 5 and 6 of the said Act have been complied with, I consider it desirable to make this proclamation by virtue of powers vested in the President, I do by this proclamation alter the name Victoria Falls Municipality to Victoria Falls City, and also assign the name Victoria Falls to city council.” The council will also present the President with the Freedom of the City for his contribution to the town’s growth into a city. Hopes are high that the city status will make the town competitive as a tourism destination. Players in the tourism sector have said over the years they had played second fiddle to other tourist destinations because Victoria Falls was not appearing among cities despite being home to one of the Seven Wonders of the World. The experimental operations were conducted with passengers on board. The train covered the 156km journey between Ibadan and Lagos in 2 hours and 40 minutes.
The Lagos-Ibadan line is a double-track standard gauge rail, the first of its kind in West Africa.

The $1.5bn project was financed by China with Abuja providing counterpart funding.
After official inauguration, travel time will be cut to two hours, according to a statement by China Civil Engineering Construction Corporation (CCEC), the project's contractors.
Passengers will pay between N3,000 ($8) and N6,000 ($16) for tickets .

A man suspected of being mentally unstable, who allegedly murdered a 12-year-old Gweru girl by stoning her on Tuesday was yesterday remanded in custody at Hwahwa Prison where he will be examined before his re-appearance in court. STEPHEN CHADENGA The man, who was only identified as Derick in court, struck Natasha Manunure, a Grade Seven pupil near her home in Mtapa suburb in Gweru. Gweru magistrate, Beuality Dube, had a tough time trying to make Derick understand why he was appearing in court as the accused started speaking inaudibly. The man even insisted before the court that he was not Derick, but Danisa, adding that Derick was the name of “a donkey at the market.” When he was told that he was going to be mentally examined before coming back to court he exclaimed in surprise, asking if it was going to be in Harare. The State counsel then made an application to have the accused mentally examined by two doctors before the magistrate granted the request and remanded the accused to December 23. Allegations are that Natasha was coming from school when accused struck her with a stone on the left ear leading to her falling down and dying on the spot. Natasha, of section 3, Mtapa, who was preparing for her exams, was walking home reading a question paper when she met her fate. The accused then fled from the scene but was caught by members of the public who handed him to the police. Derick, who usually roams the streets of Gweru is notorious for assaulting girls and women usually with stones and other objects that he picks on the streets.
