The Integrity Commission has raised questions about a donation by state-owned oil refinery Petrojam to Camperdown High School in Kingston.
In it's report tabled in Parliament on Tuesday, the Integrity Commission said Camperdown received a donation of $6 million to upgrade its sporting facility to a mini stadium.
According to the Commission, Paulwell advised its director of investigation that his donation request letter was written on the advice of then energy minister Dr Andrew Wheatley, who had portfolio responsibility for Petrojam.
However, the commission said Camperdown principal Valentine Bailey, reported that no construction was undertaken to upgrade its sporting facility as the donation was not enough to start the project.
The commission said Paulwell claimed only a portion of the donation to Camperdown was spent to date and that the balance was being held on an interest bearing account at the National Commercial Bank (NCB).
