Brown, NNPA Newswire Senior National Correspondent Retired Major Neill Franklin has worked in various law enforcement roles, serving 23 years in the Maryland State Police and 11 years in the Baltimore City Department. Maj. Franklin now serves as the executive director of the Massachusetts-headquartered Law Enforcement Action Partnership, or LEAP, a nonprofit of police, prosecutors, judges, corrections officials, and others who advocate for criminal justice and drug policy reforms to make communities safer.
