It is alleged that Mamombe violated COVID-19 lockdown regulations by leading a gathering of more than 10 people in May this year. Mamombe, together with fellow MDC Alliance activists Cecilia Chimbiri and Netsai Marova, are currently appearing in court to answer to a charge of participating in an anti-government protest against hunger during the national lockdown period. The trio is also answering to a charge of publishing or communicating false statements prejudicial to the State as defined in section 31(a)(ii) of the Criminal Law (Codification and Reform) Act and publishing or communicating false statements prejudicial to the State as defined in section 31(a)(iii) of the Criminal Law (Codification and Reform) Act as well as defeating or obstructing the course of justice as defined in section 184(1)(f) of the Criminal Law (Codification and Reform) Act. TEACHERS have rejected the government’s 40% salary hike offer, describing it as a mockery, vowing not to return to work until their employer pays them meaningful salaries. BY HARRIET CHIKANDIWA/LORRAINE MUROMO Government on Tuesday proposed a 40% salary hike for all its workers and a 10% risk allowance to teachers as a way of enticing them to end the job boycott that started in September when schools reopened for examination classes, throwing schools into chaos. According to Information minister Monica Mutsvangwa during a post-Cabinet Press briefing, the 40% salary hike will be awarded to all grades below director level. The offer came after teachers rejected a 20% salary hike last week announced through the National Joint Negotiating Council. But teachers yesterday scoffed at the government offer that will leave them earning $18 237, which they said was grossly inadequate. “Incapacitated teachers have rejected the 40% salary increase offered by Cabinet on Tuesday, the increase is procedurally defective and grossly insufficient in quantum,” Progressive Teacher of Union of Zimbabwe (PTUZ) president Takavafira Zhou said. “Salaries and conditions of service are subject to bargaining between the employer and workers and not a product of employer machinations. Government attempts to render unions useless must be rejected in toto.” He said the PTUZ was ready for meaningful dialogue with the government. Government has been resisting increasing salaries for reachers, with Labour minister Paul Mavima, saying such a move would trigger inflation. Schools opened on Monday for the final phase with pupils being turned away because teachers did not report for duty. The teachers are demanding US$520 per month. “We remain worried at government’s reluctance to pay its workers in forex at a time the economy has dollarised,” Zhou said, adding the 40% salary hike would not improve the standard of living for the struggling teachers. “The government is also silent on prioritisation of health and safety of teachers and pupils, more so given cases of COVID-19 in schools. In light of the foregoing, the best foot forward for incapacitated teachers remain the incapacitation modus operandi until we are capacitated.” Zhou urged parents to keep their kids in the safety of their homes. He reiterated that the educators would not be intimidated by the steps taken by government to record names of absent teachers in order to dock their incomes. “We urge school heads to resist submission of names of incapacitated teachers to any office. We urge all teachers to rise and be counted in our incapacitation struggle. The darkest hour is just before dawn,” he said. “We implore government to engage leaders of teacher unions in order to find a holistic solution to the current impasse in schools.” He added: “We reiterate that no amount of threats and brutality can force teachers back to their workplaces. The North African nation also denounced \"the provocations of the Polisario\" in Western Sahara — once a colony of Spain with a still undefined status. Classified as a \"non-autonomous territory\" by the United Nations (UN).
The aim of the ongoing operation is to \"put an end to the blockade situation\" and \"restore free civil and commercial movement\" on the road leading to Mauritania — whose existence is denounced by the Sahrawi independence fighters and which Rabat considers essential for its trade with sub-Saharan Africa.
For about three weeks, local sources claim militias of some 70 armed men have been \"attacking truckers, banning traffic and racketeering.\"
All this in spite of UN settlement efforts — as the organisation-led negotiations involving Morocco, the Polisario, Algeria and Mauritania have been suspended for several months.
Polisario in response has stated its Sahrawi troops will retaliate in self-defence in light of what it perceives as Morocco being \"aggressive\" and liquidating the 1991 cease-fire.

The region of Guerguerat has already been at the centre of strong tensions between the Polisario and Morocco, particularly in early 2017. Morocco controls more than two-thirds of this vast desert territory in its western part, along the Atlantic Ocean and has seen friction for decades with the pro-independence Polisario Front supported by Algeria.

ORGANISERS of the annual international literature festival, LitFest Harare said this year’s edition would celebrate the resilience of artistes during the COVID-19 pandemic. BY TAFADZWA KACHIKO The festival, which will run from November 25 to 28 under the theme, Art Longa, Vita Brevis — Art is Long, Life is Short will be partially streamed online. “The onset of the pandemic and subsequent lockdowns saw many arts and culture practitioners losing revenue streams, sources of livelihood or even loved ones,” Festival director Chirikure Chirikure told NewsDay Life & Style. “Through all this, most artistes showed great resilience and continued to move forward, adapting and daring to keep creating works of artistic expression. We have to salute that resilience,” he said Chirikure said the COVID-19 pandemic had a lot of ripple effects in households and societies around the globe. “In particular, gender-based violence cases reportedly increased since the COVID-19-induced lockdown and as such, the festival will focus on issues related to violence and peace transformation,” he said. “Art, and literature in particular, have to contribute to the dialogue around social challenges and their effect. A 29-YEAR-OLD Chivhu woman yesterday slit her four children’s throats before setting the family house on fire following a dispute with her husband over infidelity. BY MIRIAM MANGWAYA Emelda Marazani also reportedly attempted to commit suicide by taking poison after killing her daughters aged nine, five, three and one. Police sources claimed that Marazani, who was pregnant, had a stillbirth while in hospital where she was being treated, but personnel at the hospital said the pregnancy was intact. She handed herself to the police after committing the crime, but was admitted at Chivhu General Hospital, where she was put under police guard. Chivhu Hospital medical superintendent Alice Kanyemba said Marazani was in a stable condition. “She is at an advanced stage of pregnancy, but for now, no signs of complications have shown,” she said. It is reported that Marazani and her husband Lameck Brande had a dispute at the weekend after she saw a message from his alleged girlfriend, a Form 4 pupil at local school. Following the dispute, on Monday they went to Chirumanzi to seek advice from Marazani’s relatives and returned to Chivhu. Yesterday, Brande went to work, but Marazani, who was employed as a shop assistant in Chivhu, did not go to work and instead bought an unknown pesticide. When she returned home, she locked her four children in one room, tied the two older ones together and cut their throats with a kitchen knife. She then turned on the smaller ones and killed them too. Neighbours rushed to the scene after seeing smoke coming from the house and met Marazani who told them it was just a minor fire which she had already extinguished. She then left her house in haste, according to witnesses. “I quickly sent messages to various local WhatsApp groups when I saw smoke from the house, attempting to notify the house owners that their house was on fire, only to discover few minutes later the owner was actually there,” a witness, who preferred anonymity, said. Neighbours managed to retrieve the bodies of two younger girls, but the other two who were tied together were burnt beyond recognition. The house and the property were also destroyed by the fire. Police confirmed the incident. “The suspect, Emelda Marazani (29), had a marital dispute with her husband, Lameck Brande (43) and when the husband left for work in the morning, the suspect locked the children aged nine, five, three and one in the house. She took a rope and tied the other two elder children before slitting open their throats with a knife. The suspect went on to kill the other two children with the knife before setting the house on fire,” Assistant Commissioner Paul Nyathi said in a statement last night. He said Marazani then drank poison which she had earlier bought before going out. “Neighbours saw some smoke and asked her what was happening. She said all was in order before she handed herself over to the police.”

BY RICHARD MUPONDE HARARE, renamed from the colonial Salisbury, in the early days of independence, was widely referred to as the Sunshine City owing to its squeaky-clean streets and orderly, smart and clean residential suburbs. Harare’s cleanliness and orderliness echoed throughout Sadc, and undoubtedly contributed to “The Jewel of Africa” moniker accorded the country by statesmen like Tanzania’s former President, the late Julius Mwalimu Nyerere. Sadly, the city has over the decades deteriorated to some stinky hellhole that nobody can be proud to be associated with. Old timers get nolstalgic about the old Harare when today they come across huge mounds of garbage at street corners, minefields of potholes, total absence of street lighting and a literal invasion of pavements by poverty stricken vegetable and other vendors. In the past the city fathers used to collect garbage every week which was a well-planned and monitored programme of servicing the suburbs where refuse trucks had a timetable for collecting garbage. However, things have gone out of hand as garbage heaps grow at every street corner in the central business district. Litter bugs go scot-free with no one to enforce by-laws against littering resulting in a health time bomb. The influx of vendors in the central business district (CBD) has also exacerbated the problem as they dump garbage anywhere near their operating sites without care or worry. Meanwhile council does not collect its movable bins placed at strategic points in the city making Harare an eyesore. During the lockdown period council workers took advantage of the absence of people in the CBD and cleaned it up, but that has all come to naught as the situation has returned to original dirty settings. A resident of Kuwadzana, Admire Mutengiwa, said the city council was letting residents down by not collecting garbage when every month it billed them for a once a week refuse collection. “The way the council is operating is short-changing ratepayers. I think it is wise for them not to collect our money if they can’t collect the garbage. Heaps of garbage are piling on every open space in this suburb and around the whole city. Organisations such as Environment Management Agency (EMA) should fine the council heavily because it is the one driving residents to dump garbage everywhere,” he said. Mutengiwa’s sentiments were echoed by Kelvin Pamire, from the same suburb, who said litter bugs should be arrested and the city council fined for polluting the city with uncollected garbage. “Law enforcement should take its course and those littering the environment should be brought to book. Council shouldn’t be spared because it is the driving force behind all this mess,” Pamire said. Hundreds of Ethiopians gathered Thursday to donate blood for troops fighting in the northern Tigray region, as officials tried to rally support for a week-old conflict Prime Minister Abiy Ahmed said was going his way.
The government also announced that police had arrested 150 people in the capital suspected of trying to carry out \"terror attacks\" on the orders of Tigray's ruling party.
Prime Minister Abiy blames the Tigray ruling party for a conflict that analysts fear could spiral into a protracted civil war.
Hundreds have died and thousands have fled the country since Abiy, last year's Nobel Peace Prize winner, sent troops and warplanes into Tigray last week after a months-long feud with the Tigray People's Liberation Front (TPLF).
Abiy said the TPLF -- which dominated Ethiopian politics for nearly three decades before he took office in 2018 -- had crossed a \"red line\" and attacked two federal military bases, which the party denies.
Thursday's blood drive was organised by the office of Addis Ababa Mayor Adanech Abebe, who claimed the population was unified against the TPLF while donating blood herself.
\"The aim of this blood donation is to express our respect for our army,\" she told journalists as a nurse drew blood from her left arm.
\"The attack done by TPLF to our army is shameful for Ethiopia. Never happened in our history. We want to condemn this.\"
Tigray has been under a communications blackout since the military operation was launched on November 4, making it difficult to verify the situation on the ground as both sides make conflicting claims.
In a Facebook post Thursday, Abiy said government forces had \"liberated\" the western zone of Tigray -- made up of six zones, plus the capital and surrounds.
Abiy also accused TPLF-aligned fighters of \"cruelty\", saying that when the army took control of the town of Sheraro they \"found bodies of executed defence force personnel whose hands and feet were tied\". There was no immediate reaction from the TPLF.
Under Abiy, Tigray's leaders have complained of being unfairly targeted in corruption prosecutions and removed from top positions.
Tensions soared as Tigray defiantly held its own elections in September, insisting Abiy was an illegitimate leader after national polls were postponed due to the coronavirus.

The conflict has seen multiple rounds of airstrikes targeting arms and fuel depots along with heavy fighting in western Tigray.

POLICE in Gweru have since Monday arrested at least 100 pirate kombi drivers and impounded their vehicles for operating illegally. BY STEPHEN CHADENGA The arrests were made as part of measures to curb the spread of COVID-19 which saw the countrywide banning in March of private commuter omnibuses not registered under Zupco. Midlands provincial police spokesperson Inspector Joel Goko confirmed the development, saying the kombis were being handed over to the Vehicle Inspection Department. “We have since impounded over 100 private kombis for operating illegally in the city,” Goko said. “It is part of our routine exercise to ensure pirate public transport operators are brought to book.” Yesterday, pirate kombis ferrying commuters from western suburbs were dropping passengers a few kilometres outside the central business district to avoid arrest at various police roadblocks. Passengers had to walk the remaining distances to town. Recently, government reiterated that private kombis were banned from carrying passengers unless they registered with Zupco. A 25-YEAR-OLD Pfungwe man was allegedly killed by his lover after he caught her in a compromising position with another man in a makeshift tent along Mazowe River. BY JAIROS SAUNYAMA The suspect, Juliet Munhuwa of Gurupira village, under Chief Chitsungo, is wanted by police over the death of her boyfriend Misheck Reza. Mashonaland East provincial police spokesperson Inspector Tendai Mwanza confirmed the incident. “We are appealing to members of the public who might have information on the whereabouts of the suspect to report to any nearest police station. Violence should never be an option and people should always find amicable ways to resolve their differences,” he said. It is reported that on November 4, at around midnight, Reza went to the suspect’s tent and found Munhuwa being intimate with another man and an altercation ensued. Reza reportedly dragged the suspect out and assaulted her with open hands. The suspect reportedly retaliated and a fight broke out. Munhuwa allegedly picked a stone and struck Reza on the head. The two tussled for a long time before heading towards Chikukwa business centre. It is reported that along the way, the suspect picked another stone and struck the now-deceased on the head before he fell on the ground. After realising that she had committed a crime, Munhuwa returned to the tent where she collected her belongings and fled. Reza’s body was discovered by a villager who alerted the police. The police detected that he had a wound on the head and bruises on the abdomen. The body was taken to Murewa Hospital Mortuary for post-mortem.
