The Civil Rights Movement refers to the political actions and reform movements between 1954 and 1968 to end legal racial segregation in the United States, especially in the US South.
This article focuses on an earlier phase of the movement. Two United States Supreme Court decisions—Plessy v. Ferguson, 163 U.S. 537 (1896), which upheld separate but equal racial segregation as constitutional doctrine, and Brown v. Board of Education, 347 U.S. 483 (1954) which overturned Plessy—serve as milestones. This was an era of new beginnings, in which some movements, such as Marcus Garveys Universal Negro Improvement Association, were very successful but left little lasting legacy, while others, such as the NAACPs painstaking legal assault on state-sponsored segregation, achieved modest results in its early years but made steady progress on voter rights and gradually built to a key victory in Brown v. Board of Education (1954).
After the Civil War, the US expanded the legal rights of African Americans. Congress passed, and enough states ratified, an amendment ending slavery in 1865—the 13th Amendment to the United States Constitution. This amendment only outlawed slavery; it provided neither citizenship nor equal rights. In 1868, the 14th Amendment was ratified by the states, granting African Americans citizenship. The government of Uganda introduced the mother tongue education programme with hope of improving literacy levels 12 years ago.
In a recently published study we conducted in 2018 in three rural schools in Northern Uganda, Gulu District, we found that teachers complained about inadequate training in the mother tongue, Acoli.
This limited training affected the teaching of the learners' mother tongue and ultimately, the level of literacy acquisition, which is both slow and poor.
National exam data from 2017 where children in Grades 1 to 3 were assessed in English and local languages in government schools, showed that only 27% of the pupils could identify 4 out of 5 Acoli letters.
These organisations are involved in various activities such as teacher training, provision of teaching and reading materials and sensitising the community about the value of mother tongue education.
LOS ANGELES — Los Angeles County will use new technology to help voters track wait times and speed check-in at polls this November, in addition to sending vote-by-mail ballots to every registered voter in hopes of limiting the potential spread of COVID-19, officials said June 19.
An independent review of the March primary election released by the county found a range of problems including software breakdowns, lack of trained staff and insufficient oversight of outside vendors contributed to wait times that left long lines of voters waiting to cast their ballots after polls had closed.
Despite hours-long wait times for many voters, the new system received high marks from a majority of those who cast ballots, according to Slalom, LLC, the Seattle-based business and technology consulting firm that conducted the review.
“Design and testing issues with the voter check-in technology caused the system to freeze frequently, resulting in long delays and bottlenecks during check-in at vote centers,” the report found.
“With improved vote center staffing approaches and training, increased technology capacity, more effective communications and outreach and stronger vendor management, Los Angeles County can enhance the voter experience and election systems for November 2020 and beyond,” the report concluded.
Three years ago, the Legislature and key park-equity stakeholders came together to craft and pass a $4 billion parks, water, and natural resources bond – Proposition 68 – that, along with other conservation investments, included $725 million for the Statewide Parks Program, intended to ensure the development of parks in California communities that lack them.
It’s the reason why Californians in wealthier communities feel that access to the state’s forests, beaches and other outdoor areas is a birthright, while others have never even seen the ocean and have to travel long distances to get to the closest local park.
In February, California State Parks announced the grant awards from the first $255 million appropriated from Proposition 68 for the Statewide Parks Program, the single largest investment the state has made in communities for local park development.
Because of this, the state has included an additional $395 million for the Statewide Parks Program in this year’s budget for grants to nonprofits, local park districts, cities and counties to continue to deliver on the promise that California embodies: equitable access to nature near and far, for all Californians.
We believe the Legislature must continue to prioritize resources expanding access to nature and parks that will uplift our most underserved communities, whose residents would benefit most from such potentially life-changing investments.

A Claremont native, Robinson — the woman who changed the tide of losses for the Jamaica Labour Party (JLP) with an upset in a People's National Party (PNP) stronghold — was remembered as a “woman for the people” by Priory resident Herman Gordon.
Robinson was one of two JLP candidates to ever represent St Ann North Eastern in Parliament.
However, after that election, Manley Bowen of the PNP, a former Member of Parliament and a registered voter in the constituency, sought a declaration from the Supreme Court that she was not qualified to be elected due to her alleged dual citizenship.
In the process of the legal actions, she was forced to resign from the House of Representatives in December 2010, but returned to the Parliament that same month after defeating PNP challenger Devon Evans in another by-election, and was again sworn in as an MP in January 2011.
