BY VANESSA GONYE The Environmental Management Agency (EMA) this year rejected over 15 projects on wetlands as it sought to safeguard wetlands in the country. In a statement, EMA spokesperson Amkela Sidange urged the public not to buy stands in ecologically-sensitive areas without authority from the agency. “Most of these rejected projects are in Harare and include Blacks Housing Trust in Greencroft, Charly Car Wash in the Grange area, Craftlight Truck Inn in Msasa, subdivision of Subdivision C of Greengrove, subdivision of remainder of municipal plot in Belvedere, subdivision of remainder of Strathaven Township station, Takaitanga Housing Co-operative in Budiriro, Totonga in Budiriro, Motherland Housing in Budiriro, Vee Housing in Budiriro and Vivo Energy Churchill Service Station in Alexandra Park, just to mention a few,” Sidange said. “Also, the agency has issued several tickets and environmental protection orders, including opening court cases for local authorities and individuals to prohibit wetland degradation,” she said. The agency, Sidange said, was currently working on gazetting all ecologically sensitive areas in line with section 113 of Environmental Management Act (Chapter 20:27), for the City of Harare and Chitungwiza Municipality, to ring-fence wetlands as protected areas and this would come with ecologically sensitive area maps for the two local authorities. “The agency carries out ecological assessments for free. However, the agency does not allocate land, but only ensures that any proposed development is ecologically sound, socially acceptable and environmental safe,” she said. She discouraged the public, given that the rainy season is approaching, from cultivating on wetlands or along streambanks.

Speaking during a tour of Chitungwiza Civic Centre at a ground-breaking ceremony for the construction of state-of-the-art offices at Chitungwiza town centre, Muguti said government was targeting land barons to bring back order to the dormitory town. Chitungwiza Municipality had previously threatened to demolish thousands of illegal structures in the town following revelations that some of the structures were built on wetlands and land earmarked for recreational facilities. However, the municipality shelved plans to demolish houses and other buildings in 35 illegal settlements across the town after a special full council meeting resolved to halt the contentious exercise. “The groundbreaking exercise is a show of strength of the central government and local community, to show land barons who is in charge of Chitungwiza,” Muguti said. “Chitungwiza Municipality is the one which is in charge, it is a great disappointment that State land has been parcelled out over the years without the signature of the Head of State, without the signature of the minister, I am hearing many people saying they have offer letters. “Let me tell the citizens and the residents of Chitungwiza that if the person who sold you land cannot guarantee you a title deed, it’s time you to wake up and ask yourself very serious questions.” He added: “Recently, there were demolitions in Chitungwiza and there was an outcry over human rights violations. Human rights violations do not apply when the law is broken. We have people that have taken the power of local authorities, some of them conniving with staff members to issue offer letters, offer letters are not title deeds,” Muguti said. He said Chitungwiza was sitting on 100% State land and for any development to take place, the State had to be involved. “To those who have broken the law, time is up we are coming after you, land barons, corruption shall not be tolerated in this new dispensation. guest column:Eddie Cross THIS past Sunday, our church sermon was taken from Nehemiah Chapter 10 and focused on the instructions given to the tribes of Israel which had returned to Israel from exile in Babylon about 400 years before Christ. It is clear from this account that the leaders of the Jewish people at that time were determined to establish a Jewish nation in the region and that this nation should follow the basic principles laid out for these people in the first five books of the Bible. As an economist and someone who has spent his whole life connected in one way or another to agriculture, I was particularly taken by the admonition that the nation should observe two economic principles — that of rest on the seventh day of the week and the seventh year for all agricultural land. The other principle was that of the Jubilee — the forgiveness of all debt every seven years. Nothing could be more central to contemporary economics than the issue of debt. The Asian Tiger economies — so described because they have been able to almost universally drag themselves out of poverty in less than 50 years through a process of export-driven growth fuelled by debt. The levels of debt that they have accumulated is staggering and historically unparalleled. Japan and China lead the pack with national debts of 2,5 times their gross domestic product (GDP). In other words, if these two countries spent their entire economic output on paying back their debt, it would take them nearly three years. All of the Asian Tiger States have followed this route. By contrast, the national debt of the United States is about equal to their national GDP — only 40% of the debt levels of the Asian States even after the massive expenditure following the global bank crisis and now the attempt to hold the economy steady during the COVID-19 crisis. The other great advantage of the United States is that its debt is in its own currency. The debts of most nations are mostly held in United States dollars and are, therefore, much more vulnerable to global shifts in values. I would not be surprised if total global debt, held by nation States does not now exceed global economic output. We owe others more than we produce. In simple terms we are living on a limb, supported by nothing more than massive amounts of debt that we can never hope to repay. The astonishing thing is that the debt issue does not end with national debt, it extends to corporate debt and to individual debt. I understand that credit card debt in an advanced country is often greater than its national debt. We are wallowing in a sea of debt and very few countries could maintain their standard of living without debt. Zimbabwe stopped servicing its national debt a long time ago — perhaps more than 20 years ago and we are now in default with all multilateral agencies and with most countries. Almost nobody will lend us money and we are being charged penalty rates of interest on all our historical liabilities.
