Young supporters of Guinean opponent Cellou Dalien Diallo, who has declared himself the winner of the presidential election, clashed with police on Wednesday in the Wanindara district of the country's capital Conakry.
African election monitors said Tuesday that Guinea's weekend election was conducted properly, but the political opposition to incumbent Alpha Conde, which has already claimed victory, dismissed it as fraudulent.
Preliminary results for four of the country's 38 voting districts released by electoral commission chief Kabinet Cisse late Tuesday showed a strong lead for Conde over his main challenger Cellou Dalein Diallo, who had claimed victory Monday.
In three of the four districts, Conde secured more than the 50 percent needed to avoid a runoff vote, although an electoral commission official told AFP it was "impossible to extrapolate" to the final national result, expected later this week.
"Alpha Conde is doing everything possible to change ballot-box results in his favour" Diallo's campaign director Fode Oussou Fofana had earlier told reporters in the capital Conakry.
The opposition campaign has been setting the stage for an election dispute, with Fofana accusing the government of "large-scale fraud" in counting ballots from the hotly contested October 18 poll.
Conde, 82, is seeking a controversial third presidential term, a move that has triggered months of deadly unrest in the West African nation.
- Augustin Matata Ponyo, the African Union's head of mission in Guinea, said the ballot took place "in transparency" while the head of the West African ECOWAS monitoring mission said the vote was lawful.
Celebrations in Conakry of Diallo's self-proclaimed victory quickly descended into violent clashes with security forces, in which several youngsters were shot dead, opposition officials said.
Meanwhile in a seeming response to Diallo's self-proclaimed win, security forces dressed in riot gear surrounded his house in the capital. He tweeted that he was trapped inside.
- 'Irresponsible and dangerous' -
Security forces killed dozens of people in protests against a Conde third term, which began in October last year--.
Although polling day was mostly calm, Diallo's self-proclaimed election victory has ratched up tensions in the former French colony of some 13 million people.
The government insists the vote was fair and that only the official electoral authority can declare the results.
Conde's RPG party also called Diallo's move "irresponsible and dangerous" on Monday.
The international community is concerned too. The United Nations, African Union, and the 15-nation ECOWAS called the premature declaration of results "regrettable", in a joint statement on Monday.
"This state of affairs is not conducive to preserving calm," the statement said.
But on Tuesday, the communications director for Diallo's UFDG party, Ousmane Gaoual Diallo, said the party's own analysis of polling data collected from individual stations showed the opposition leader had won over 50 percent of the vote

BASSETERRE, St Kitts (CMC) – Five defeated candidates of the main Opposition St Kitts-Nevis Labour Party (SKNLP) have filed petitions in the High Court challenging the results of the June 5, 2020 General Election in the twin-island federation.
SKNLP leader, Dr Denzil L Douglas later told supporters that the party's agents had reported that there had been massive cheating in the conduct of the general election held during a state of emergency and COVID-19 conditions.
“These are serious matters that we believe could have affected the outcome of the election and thus we are asking the court to look at the evidence, to look at the petitions of our candidates and determine whether or not those who were returned were fairly and justifiably returned, and if not, quash the returns of the returning officers, and if we do not have our candidates appointed instead, then we would have a new election,” Douglas said.

The Southern Poverty Law Center (SPLC) today announced it is investing up to $30 million from its endowment in voter outreach organizations in the Deep South to increase voter registration and participation among people of color with a lower propensity to vote.
The COVID-19 pandemic has and will continue to have a disproportionate impact on democratic participation for communities of color who have been harmed most deeply by the health and economic crisis and who will encounter greater barriers to voter participation given the new risks of voting in person on Election Day.”
Numerous organizations across the five states are working to promote voter participation and reach communities of color, returning citizens and young people, but they are struggling to secure resources to further their outreach amid the COVID-19 pandemic, an era of social distancing, and major economic recession, the SPLC said in a statement.
Officials noted that Vote Your Voice builds on the SPLC’s ongoing voting rights work to enable every citizen in the Deep South the opportunity to have their voice heard at the ballot box.
In the past two years, the SPLC invested a combined $2 million to help pass the Amendment 4 ballot initiative in Florida and increase voter registration and turn-out in Louisiana and Mississippi state elections.
From the moment GECOM called on the police to investigate allegations of migrants and dead persons voting, I saw three possible outcomes to the current elections dispute: (1) the evidence presented to the Commission did not taint the majority of votes in the boxes going to the party that won the majority, so the PPP/C has won; (2) the Commission finds it impossible to declare a winner given the weight of the ‘evidence’, so the elections are annulled, and (3) having been able to separate tainted from untainted ballots, the majority in the boxes cannot be sustained, so the Coalition has won.
The propaganda on all sides is so enormous that even if by the time this article is published the final decision of the Commission has been given, not only will that decision most likely be challenged in the courts but a greater degree of clarity is likely to help us as we go forward.
