When plans gelled together for a mass protest on the steps of the Metropolitan Police Department's 4th District station, many of those who knew and loved the late Karon Hylton had already implicated MPD Officer Terrence Sutton and three others as responsible for the young’s man death from a collision with a moving vehicle last weekend.
