A November 26 letter from the presidency asked the head of Uganda's national drug authority to 'work out a mechanism' to clear the importation of the vaccines.

China has about five COVID-19 vaccine candidates at different levels of trials. It was not clear what vaccine was being imported into Uganda.

One of the frontrunners is the Sinopharm vaccine developed by the Beijing Institute of Biological Product, a unit of Sinopharm’s China National Biotec Group (CNBG).

On Wednesday, the United Arab Emirates said the vaccine has 86% efficacy, citing an interim analysis of late-stage clinical trials.

China has used the drug to vaccinate up to a million people under its emergency use program.

On Tuesday, Morocco said it was ordering up to 10 million doses of the vaccine.

Record cases

Uganda on Monday registered 701 new COVID-19 cases, the highest-ever daily increase, bringing its national count to 23,200.

The new cases were out of the 5,578 samples tested for the novel coronavirus over the past 24 hours, the country's health ministry said in a statement.

Tuesday's tally was 606, the second-highest ever number of new infections, bringing the cumulative number of confirmed cases in the east African country to 23,860.

Health authorities have blamed ongoing election campaigns which have drawn huge crowds for the rise in infections.

The UN Security Council called on Thursday for \"sustained efforts\" in preventing the illegal trade of natural resources from the Democratic Republic of Congo, as gold in particular fuels conflict between armed groups in the region.

The UN experts who monitor implementation of the sanctions detailed multiple cases of trafficking in a recent report, stating that gold from the country was flowing into Uganda, Burundi, Rwanda, the United Arab Emirates and Tanzania.

The document specified that the United Arab Emirates promised to tighten controls on the source of gold arriving in the country.

\"The group traced Congolese gold to regional refineries and other international destinations and found that some refineries acted as brokers, used cash payments, undertook refiner-to-refiner trading and used corporate networks to obscure ownership, thereby inhibiting supply chain accountability,\" the report said.

The experts added that \"in terms of natural resources, the Congolese gold sector remained vulnerable to exploitation by armed groups and criminal networks and to unregulated trading.\"

To the degree that Berbera becomes indispensable for Ethiopia, to that degree is Somaliland recognised - though only implicitly of course - as an independent state.

The Berbera project is important to Ethiopia's strategic imperative of access to the sea

Achieving such recognition has been Somaliland's eternal quest - so far with no apparent success.

Two years ago when Somaliland and DP World ceded 19% of the Berbera Port project to Ethiopia, Somali President Mohamed Abdullahi Mohamed Farmaajo, without mentioning names, warned foreign countries and companies not to 'cross the line and put to question the sovereignty of Somalia.'

The Berbera highway also has a strategic purpose - to put an important political fact on the ground

The encounter seems to have borne some fruit as the United Nations Secretary-General's Special Representative for Somalia, James Swan, told the Security Council earlier this month that 'in regard to Somalia-\"Somaliland\" relations, we are encouraged that dialogue is ongoing at senior levels and that both sides have indicated a willingness to maintain communication and pursue further discussions.'

Ironically in his report, Swan urged that the commitment to dialogue and cooperation exhibited by Somalia and Somaliland should be extended to relations between the Somali federal government in Mogadishu and the federal member states.

Tanzania’s government has offered its support to an opposition leader who was hospitalised after being assaulted late on Monday.

Prime Minister Kassim Majaliwa personally visited the bedside of Chadema leader Freeman Mbowe, who was attacked by unknown assailants.

Mbowe was ambushed as he returned home in the capital Dodoma.

This support from the government comes at a time when members of the opposition are denouncing what they say is politically motivated aggression.

A high-profile critic of President John Magufuli, Mbowe has repeatedly accused the government of covering up the extent of Tanzania’s coronavirus outbreak and failing to take the pandemic seriously.

A question about Woody Allen could be the death knell for any press tour ― thoughts and prayers to Scarlett Johansson’s presumably very tired publicist ― but Spike Lee is trying to course-correct after defending the controversial filmmaker.

In the interview, Lee defended Allen against cancel culture, suggesting he’d been unfairly maligned by the industry.

“I’d just like to say Woody Allen is a great, great filmmaker and this cancel thing is not just Woody,” Lee said.

After being disavowed by many of its high-profile cast members, Allen’s most recent film, “A Rainy Day in New York,” was shelved by Amazon Studios and never released domestically; Amazon also terminated a multifilm deal amid pressure from the Me Too movement.

Earlier this year, Allen’s memoir, “Apropos of Nothing,” was set to be released by Hachette Book Group, but after employees staged a walkout in protest, the company reversed its decision to distribute the book, in which he responds to allegations of child sexual abuse made against him.

Eight non-white corrections officers at a county jail that initially housed Derek Chauvin, the former Minneapolis police officer charged with murdering George Floyd, an unarmed Black man, say they were barred from guarding Chauvin because of their race, according to the Star Tribune.

The corrections officers, all of whom work at Ramsey County Jail in St. Paul, have alleged that they were ordered to a separate floor while their white colleagues monitored Chauvin, because jail authorities considered them a “liability” around the former officer.

In a discrimination claim filed to the state’s Department of Human rights on Friday, the officers also alleged that surveillance footage shows a white lieutenant at the jail sitting on Chauvin’s bunk and letting him use her cellphone.

When Chauvin was first arrested and booked into Ramsey County Jail on May 29, a Black acting sergeant usually tasked with overseeing the transport of high-profile inmates was allegedly ordered to stop conducting a pat-down on Chauvin and replaced with a white colleague.

In the discrimination filing to the state’s human rights office on Friday, one corrections officer who was moved to a different floor said he believed “the decision to segregate us had been made because we could not be trusted to carry out our work responsibilities professionally around the high-profile inmate — solely because of the color of our skin.”

Foreign donor nations pledged $1.8 billion at a conference hosted by Germany to help Sudan ease an economic crisis hampering its transition towards democracy after the fall of Omar al-Bashir.

The two Gulf countries had promised a grant to Sudan of $3 billion in the form of cash and commodities after the military ousted Bashir in April 2019, but it is unclear how much has reached the country in total.

World Bank to offer Sudan grant

\tThe World Bank’s David Malpass said the institution was in the process of securing a $400 million “pre-arrears clearance grant” for Sudan, to be approved by August.

Prime Minister Abdalla Hamdok, running Sudan under a precarious, transitional power-sharing deal with the military since Bashir’s overthrow in an uprising last year, is desperate for more foreign support.

The pledges were well below the $8 billion in aid that Hamdok said last August was needed to turn around an economy in crisis since Sudan lost almost all its oil revenue when South Sudan seceded in 2011.
