In Zimbabwe, while the number of recorded cases has been modest, health experts warn that the country is headed for a new deadly wave of COVID-19 as people throw caution to the wind and ignore measures to tame the spread of the virus. NewsDay heard that the government provincial COVID-19 committee is “managing the situation” after a lecturer at the JMNP tested positive for the coronavirus. “The committee will continue to guide and advise us on how to operate after this unfortunate development. For now, they have advised us to continue with our scheduled lectures and examinations while ensuring strict adherence to COVID-19 safety protocols,” a leaked memo addressed to lecturers at the institution read. The memo said 28 lecturers and 25 students were identified as primary contacts who should be tested. JMNP principal Ngoni Moyo could not be reached for comment. Matabeleland South provincial medical director Ruth Chikorodze said: “I cannot confirm that (statistics from JMNP). We only collect samples and give the statistics to the national level. We don’t look where the person comes from.” Matabeleland South province has recorded 868 out of 8 667 confirmed COVID-19 cases in the country, the Health and Child Care ministry said in its most recent update. A 22-YEAR-OLD Lobengula West man in Bulawayo on Tuesday disarmed an ex-police sergeant using a golf club during a robbery attempt prompting members of the community to bash the suspect. BY NIZBERT MOYO The young man disarmed Ian Sibanda (54), who was accompanied by Learnmore Kwari intending to rob an old woman (name yet to be revealed) after getting wind that she had sold a house for US$20 000. Neighbours told Southern Eye that the 22-year-old young hero (name not disclosed)’s action resulted in the arrest of the suspect. Acting Bulawayo provincial police spokesperson Inspector Nomalanga Msebele yesterday confirmed the arrest of Sibanda, adding that investigations were in progress. “I can confirm that on November 10, the complainant was watching television in her sitting room with her three grandchildren,” Msebele said. “The two robbers knocked at the back door of the house and were allowed in by one of the grandchildren. They had parked their dark green BMW vehicle in the neighbourhood.” She added that Sibanda and Kwari were wearing caps and face masks, which partially covered their faces and they demanded cash from the old woman while holding an unregistered pistol whose serial numbers had been removed. Msebele said the old woman fled from the room while screaming for help, and one of her grandsons came out of the bathroom and armed himself with a golf stick. The police spokesperson said the young man used the golf stick to beat Sibanda until he dropped the gun. The young man and Sibanda wrestled until neighbours, as well as police officers, arrived and apprehended the suspect. Kwari managed to escape from the scene. Police officers recovered BMW car keys which belong to Sibanda and a firearm with one live round of ammunition.

PRESIDENT Emmerson Mnangagwa’s son, Tarirai David Mnangagwa is being accused of seizing gold mining claims in Gweru after the owners had invited him to invest in the project. The gold mining claims in question are under Block 16 Quarts mining claims called Jilikin 25, registration number 12641BM whose owner, according to court papers seen by NewsDay, is Chad Cecil Mupandanyama, since 2005. BY STAFF REPORTER But last month, Mnangagwa filed an application with the court, alleging that he had been duped of US$4 million by Mupanganyama after he was booted out a company which he co-founded. Mupandanyama together with his company, Swifteagle Investment Business Consultancy (Pvt) Ltd, cited Eliazel Mushiringi, Tarirai David Mnangagwa, Ruan Meats Enterprises (Pvt) Ltd, Wozheri Stone Crushers (Pvt) Ltd, Registrar of Companies, provincial mining director, Mines minister Winston Chitando as co-respondents in the matter. Mupandanyama said initially, he was partners with Mushiringi, who later roped in Mnangagwa to register a company called Wozheri Stone Crushers (Pvt) Ltd using a forged signature and other documents obtained fraudulently. As a result, Mupandanyama is seeking the High Court to issue an order declaring the registration of Wozheri Stone Crushers unlawful. Mupandanyama is also seeking the cancellation of the memorandum of agreement entered into between Mushiringi and Mnangagwa on November 28, 2017. “… and consequently, that the first to the fourth defendant’s (Eliazel Mushiringi, Tarirai David Mnangagwa, Ruan Meats Enterprises, Wozheri Stone Crushers) together with their sub-tenants, assignees, invitees, members and all other persons claiming occupation through them should within 10 days of service of this court order vacate from the mining claim,” Mupandanyama said in his affidavit. According to Mupandanyama, the drama started on January 7, 2016, when he entered into a tribute agreement with Mushiringi in terms of which he (Mupandanyama) agreed to grant mining rights to Mushiringi to develop, extract, mill and treat ore from the same and dispose of the product for own account. “In terms of the agreement first defendant (Mushiringi) undertook to pay 5% of the total gross value of gold and/or any other valuable product extracted from the said mining location,” he said. On March 18, 2016, Mupandanyama said Mushiringi entered into another agreement with Mnangagwa in terms of which he agreed to give up his mining rights, which he was exercising by virtue of the tribute agreement with Mupandanyama, to Swifteagle. This included installation of a granite crushing plant, payment of council fees, mine inspection fees, transport, food, accommodation, site fencing, costs of assaying and application of certificates. “The second plaintiff (Swifteagle) paid a commitment fee of US$10 000 to the first defendant and the agreement will be expiring in March 2036,” he said. ZIMBABWE is trapped between State collapse and State failure because President Emmerson Mnangagwa’s government has failed to provide basic amenities for its citizens, uphold civil liberties and arrest the economic freefall, analysts have said. By Richard Muponde For the past two decades, Zimbabwe has been experiencing economic turbulence characterised by high unemployment, inflation as well as the collapse of manufacturing sector. The situation deteriorated under Mnangagwa, who snatched power in 2017 through a military coup. Rising reports of gross human rights abuses under Mnangagwa further isolated the country and denied it the much-needed funding from international financial institutions to revive the collapsing industry. Doctors and nurses have repeatedly been on strike demanding better salaries. Teachers are currently on strike, after declaring incapacitation, a situation that has triggered chaos in schools that reopened from September 28 to November 3 on a staggered process. But instead of attending to the plight of the teachers, government is plotting to dock their salaries. In an interview yesterday, political analyst Alexander Rusero said the functionality and progress of a country was measured by certain indicators and more importantly, clear-cut separation of powers. “Not in Zimbabwe, everything is just decomposing to the core, and if we were to have a happiness index, Zimbabwe would score between zero and one out of 10 in terms of being happy,” he said. “Education is fast becoming dysfunctional, the health system has been down for almost a year and without health and education systems functioning properly, what else can a country have and point to in terms of functionality.” Rusero said those indicators were realities that point to a State trapped between collapse and failure. “Parliament is paralysed, the Judiciary is paralysed and only partially, the Executive is functional, however, devoid of public policy, strategy and vision. More importantly, the State has become bankrupt much to the threat even of its own existence,” he added. Rusero’s sentiments were amplified by professor Austin Chakaodza, who said Zimbabwe was a failed State, claiming it had been subjected to arbitrary, oligarchic and undemocratic leadership. “It’s clear that Zimbabwe is a failed State in that citizens are suffering from a wide range of problems,” he said. “These include lack of employment opportunities, lack of income to obtain basic necessities including food, shelter, health and education services. Poverty is the order of the day in Zimbabwe.” Chakaodza said other factors that showed that the country was a failed State included lack of democracy and good governance. “When governance is democratic — that is infused with the principles of participation, rule of law, transparency and accountability, among others — it goes a long way towards improving the quality of life and the human development of all citizens,” he said. “The current government has proved to be incapable of coming up with the institutions and processes identifi

Chin’ono, however, is arguing that his tweets do not constitute an offence as he was merely performing his duty as a journalist. The president of Tigray the northern regional state of Ethiopia, Debretsion Gebremichael has accused Eritrea of supporting the military onslaught of the Ethiopian federal government in their region.
The Tigray People’s Liberation Front (TPLF) accused Eritrean forces of entering Tigray on November 9.
\"We have been suspecting and expecting Isayas's forces (Isayas Afwerki, President of Eritrea) to join him (Abiy Ahmed Prime Minister of Ethiopia) and it (Eritrea) has started taking military action since yesterday\" Debretsion Gebremichael, President of Tigray region said at a news briefing.
He accused Eritrean forces of using heavy weaponry in Baeker and surrounding areas. \"Isayas's forces' used heavy weaponry and they fired at Humera so that our people will be shocked, so that our people would panic, so that our people would scatter. To support Abiy's force on the Amhara side, he (Isayas Afwerki) began action backed with heavy weaponry from behind us as we were fighting in front of us. Therefore the war has now progressed to a different stage.\" Gebremichael claimed.
Eritrea’s foreign minister Osman Saleh Mohammed has denied the accusation.
The TPLF was part of Ethiopia’s minoritarian ruling coalition until Abiy’s appointment in 2018. Tensions between the TPLF and Abiy’s administration have escalated in recent months.
Abiy, who won the Nobel Peace Prize in 2019, ordered air strikes and sent troops into Tigray last week after accusing the TPLF of attacking a military base.
Tigrayans say Abiy's government oppresses and discriminates against them and behaved autocratically in postponing a national election.
Tigray has a population of about 9 million people.

SUSPENDED High Court judge Justice Erica Ndewere filed an application seeking the recusal of fellow High Court judge Justice Benjamini Chikowero from hearing her urgent chamber application and challenging Chief Justice Luke Malaba’s move to have her investigated over allegations of gross misconduct. BY CHARLES LAITON Justice Ndewere appeared before Justice Chikowero seeking to have President Emmerson Mnangagwa set aside the tribunal that he appointed last week to investigate her suitability to hold office. A week ago, Justice Moses Foroma was forced to recuse himself from the matter after Justice Ndewere’s lawyer, Beatrice Mtetwa, questioned the impartiality of a sitting judge to preside over a matter involving a colleague. Justice Ndewere is challenging the setting up of the tribunal on the basis that Chief Justice Malaba must first appoint an internal disciplinary hearing committee to which she intends to present evidence to exonerate herself. She is denying the charge of incompetence and is alleging victimisation by the Chief Justice. Justice Ndewere yesterday asked Justice Chikowero to recuse himself from hearing her case, with Mtetwa telling the judge that he could be a witness to the tribunal because he was one of the two judges that Justice Ndewere confided in after she had been threatened by Chief Justice Malaba. Mtetwa told the court that in 2019, Justice Ndewere informed Justice Chikowero in the presence of another judge at a conference in Vumba that Chief Justice Malaba had threatened to “investigate” her after she refused to accept his instruction to deny former Public Service minister Priscah Mupfumira bail. Mtetwa also told the court that Justice Chikowero’s name appeared on the memorandum from Chief Justice Malaba to Judge President George Chiweshe dated February 6 2019 which listed 10 judges the Chief Justice alleged were not doing their work. Justice Ndewere said Justice Chikowero was aware that the “facts” in that memorandum were disputed by the judges and were later withdrawn and that he may also be called as a witness to the tribunal in that regard. Mtetwa argued that the application before Justice Chikowero was challenging the discrimination against her client because Justice Ndewere was singled out for investigation and dismissal from a list of 10 judges and Justice Chikowero was a beneficiary of the discrimination against her. “Justice Chikowero cannot adjudicate on the matter because he is grossly conflicted,” Mtetwa argued, adding that he was Justice Ndewere’s pair judge for the urgent roll in the High Court where they worked together during evenings and weekends. She said Justice Chikowero should not hear her case because of collegiality. However, she said she would not insist on this point if collegiality was not important to the judge. Nigerian-born author Chimamanda Ngozi Adichie's novel has been voted the best book to have won the Women's Prize for Fiction in its 25-year history.
Adichie, who won the prize in 2007 for her 'Half of a Yellow Sun', was selected in a public vote from a list of 25 winners.
The one-time award marks the anniversary of the prize, previously called the Orange Prize and the Bailey's Prize.
Half of a Yellow Sun is set in Africa's most populous nation, Nigeria during the Biafran War.
The novel explored the end of colonialism, ethnic allegiances, class, race and female empowerment.
