The U.S. Equal Employment Opportunity Commission (EEOC) is a federal agency that administers and enforces civil rights laws against workplace discrimination. The EEOC investigates discrimination complaints based on an individuals race, children, national origin, religion, sex, age, disability, sexual orientation, gender identity, genetic information, and retaliation for reporting, participating in, and/or opposing a discriminatory practice.[3]

On March 6, 1961, President John F. Kennedy signed Executive Order 10925, which required government contractors to take affirmative action to ensure that applicants are employed and that employees are treated during employment without regard to their race, creed, color, or national origin.[4] It established the Presidents Committee on Equal Employment Opportunity of which then Vice President Lyndon Johnson was appointed to head. This was the forerunner of the EEOC.

The EEOC was established on July 2, 1965; its mandate is specified under Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act of 1967 (ADEA),[5] the Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA) of 1990, and the ADA Amendments Act of 2008. The EEOCs first complainants were female flight attendants.[6] However, the EEOC at first ignored sex discrimination complaints, and the prohibition against sex discrimination in employment went unenforced for the next few years.[7] One EEOC director called the prohibition a fluke... conceived out of wedlock. All Commission seats and the post of general counsel to the commission are filled by the US President, subject to confirmation by the Senate.[8] Stuart J. Investors offered a massive Sh105.14 billion in this month's Sh40 billion, five and 10-year Treasury bond sale, due to a heavily liquid market and short tenors that presented an attractive investment for bank sector players.

The results of the auction done last week show the Central Bank of Kenya (CBK) took up Sh49.32 billion — less than half of the offered funds — in what reflects the fact that the Treasury has already achieved its domestic borrowing target of Sh390 billion for the fiscal year ending June 30.

\"We are optimistic that CBK will raise more than the required amount to offset all the obligations falling due this month on account of the high liquidity in the market and preference by banks to lend to the government compared to extending credit to their customers,\" said the investment bank in its pre-auction note.

\"It is likely that CBK will have the ability to plug some of the raised cash from the domestic debt market into budgetary support as we expect CBK to raise more funds from the targeted issues due to high liquidity and great appetite for short-term papers.\"

Government payments as the fiscal year ends have helped push cash into circulation, while the lowering of the cash reserve ratio for banks in March left lenders holding excess liquidity.

The Minister of Finance and Economic Planning, Dr. Uzziel Ndagijimana, will this Monday unveil the National Budget for the 2020/2021 fiscal year, The New Times can reveal.

The Chairperson of the Committee on National Budget and Patrimony, Omar Munyaneza, told The New Times in a telephone interview that Covid-19 had come with a set of challenges that were worsened by natural disasters.

Like his counterparts, Ndagijimana is expected to table spending plans for the 2020/2021 fiscal year this month and next, focusing on reviving the economy and livelihoods battered by the Covid-19 pandemic.

Presenting the National Budget Framework Paper to lawmakers on May 21, Ndagijimana said that the government is expected to spend Rwf3, 245.7 billion in 2020-2021 fiscal year, which is Rwf228.7 billion higher than the revised budget estimates of Rwf3, 017.1 billion.

\"In line with the plan to address the impact of COVID-19 on the economy and the well-being of the people, the budget for 2020-2021 will focus on implementing the government's economic recovery plan,\" Ndagijimana said.

Members of Parliament (MPs) have expressed concerns over the government proposal to slash spending on agriculture by 35 per cent, saying that the move would affect farm productivity.

In proposal to reduce government spending on agriculture is contained in the draft budget for the 2020/21 fiscal year, which will begin on July 1, 2020

Under the draft budget the government plans to spend Rwf90.4 billion on agriculture, which reflects a 35 per cent reduction from the Rwf140.3 billion that the sector was allocated to in the current 2019/2020 fiscal year .

The MPs made their concerns known on Wednesday, May 27, during budget hearing session where the Ministry of Agriculture and Animal Resources as well as its affiliated agencies explained the government decision.

Gerardine Mukeshimana, the Minister of Agriculture and Animal Resources, said that \"in the current budget, about Rwf1 billion is being used to raise and rehabilitate the dyke at Rurambi Marshland in order to prevent spilling Akagera waters from destroying people's farms and crops.\"

Minister Mukeshimana said that the government is working on extending access to the agriculture insurance coverage so that more farmers get protected from future losses stemming from crop damage by natural disasters such as floods.

GABORONE—A human rights group said hundreds of refugees from Zimbabwe are being forced back home from neighboring Botswana and the refugees haven’t had access to food during COVID-19 restrictions in Botswana.

Botswana Network on Ethics, Law and HIV and AIDS Executive Director Cindy Kelemi is not convinced that most Zimbabweans are opting for volunteering repatriation, and asked Botswana to provide food relief to the refugees.

Kelemi, from the human rights group, criticized Botswana’s refusal to provide food aid to those from neighboring countries, arguing that immigrants in the country operate businesses and have children in school.

Many refugees pay taxes and should receive food aid, she said, adding that Botswana is receiving donations from organizations and private companies.

In 2017, the Alabama Legislature passed a law that protects historical structures, such as monuments or other statues that have been on public property for 40 or more years.

Following this move, Alabama’s Attorney General filed a lawsuit against the city for removing the monument and violating the state law that was passed three years prior.

The acting Managing Director, Niger Delta Development Commission (NDDC), Kemebradikumo Pondei, revealed on Tuesday that the commission's 2019 budget was inflated with over 500 non-existing projects.

According to the acting managing director, the NDDC 2019 budget will terminate on May 31 without any project executed in the region during the fiscal year.

The acting managing director said the ongoing probe by the national assembly committees on NDDC was meant to arm-twist and force the IMC to tamper with the forensic audit.

MP Théogène Munyangeyo, Chairperson of the Committee, said that agriculture received only 1.5 per cent of the total loans provided by commercial banks in Rwanda in the 2018/2019 financial year.

\"We cannot expect fostered development when a sector which employs for about 70 per cent of the population only gets 1.5 percent of loans offered in the country [by commercial banks],\" he said.

MP Munyangeyo pointed out that the agriculture sector accounted for 13.3 per cent of long-term loans from BRD, while 59 per cent of them went to financing infrastructures, and 16.1 percent was channelled to energy projects.

Munyangeyo said that the agriculture sector is important to the country's economy as the 2018/2019 activity report by the central bank indicated that the sector contributed 29 per cent to the Gross Domestic Product (GDP).

Munyangeyo said that during the discussions between the Committee and the Ministry of Agriculture and Animal Resources, it was indicated that the livestock sector has potential to increase output than agriculture (crop value chain) as the former registered an average growth of 14 percent in the last four years compared to the latter which grew by 4.6 percent in the fiscal year 2018/2019.
