BY RICHARD MUPONDE HARARE, renamed from the colonial Salisbury, in the early days of independence, was widely referred to as the Sunshine City owing to its squeaky-clean streets and orderly, smart and clean residential suburbs. Harare’s cleanliness and orderliness echoed throughout Sadc, and undoubtedly contributed to “The Jewel of Africa” moniker accorded the country by statesmen like Tanzania’s former President, the late Julius Mwalimu Nyerere. Sadly, the city has over the decades deteriorated to some stinky hellhole that nobody can be proud to be associated with. Old timers get nolstalgic about the old Harare when today they come across huge mounds of garbage at street corners, minefields of potholes, total absence of street lighting and a literal invasion of pavements by poverty stricken vegetable and other vendors. In the past the city fathers used to collect garbage every week which was a well-planned and monitored programme of servicing the suburbs where refuse trucks had a timetable for collecting garbage. However, things have gone out of hand as garbage heaps grow at every street corner in the central business district. Litter bugs go scot-free with no one to enforce by-laws against littering resulting in a health time bomb. The influx of vendors in the central business district (CBD) has also exacerbated the problem as they dump garbage anywhere near their operating sites without care or worry. Meanwhile council does not collect its movable bins placed at strategic points in the city making Harare an eyesore. During the lockdown period council workers took advantage of the absence of people in the CBD and cleaned it up, but that has all come to naught as the situation has returned to original dirty settings. A resident of Kuwadzana, Admire Mutengiwa, said the city council was letting residents down by not collecting garbage when every month it billed them for a once a week refuse collection. “The way the council is operating is short-changing ratepayers. I think it is wise for them not to collect our money if they can’t collect the garbage. Heaps of garbage are piling on every open space in this suburb and around the whole city. Organisations such as Environment Management Agency (EMA) should fine the council heavily because it is the one driving residents to dump garbage everywhere,” he said. Mutengiwa’s sentiments were echoed by Kelvin Pamire, from the same suburb, who said litter bugs should be arrested and the city council fined for polluting the city with uncollected garbage. “Law enforcement should take its course and those littering the environment should be brought to book. Council shouldn’t be spared because it is the driving force behind all this mess,” Pamire said. A 22-YEAR-OLD Lobengula West man in Bulawayo on Tuesday disarmed an ex-police sergeant using a golf club during a robbery attempt prompting members of the community to bash the suspect. BY NIZBERT MOYO The young man disarmed Ian Sibanda (54), who was accompanied by Learnmore Kwari intending to rob an old woman (name yet to be revealed) after getting wind that she had sold a house for US$20 000. Neighbours told Southern Eye that the 22-year-old young hero (name not disclosed)’s action resulted in the arrest of the suspect. Acting Bulawayo provincial police spokesperson Inspector Nomalanga Msebele yesterday confirmed the arrest of Sibanda, adding that investigations were in progress. “I can confirm that on November 10, the complainant was watching television in her sitting room with her three grandchildren,” Msebele said. “The two robbers knocked at the back door of the house and were allowed in by one of the grandchildren. They had parked their dark green BMW vehicle in the neighbourhood.” She added that Sibanda and Kwari were wearing caps and face masks, which partially covered their faces and they demanded cash from the old woman while holding an unregistered pistol whose serial numbers had been removed. Msebele said the old woman fled from the room while screaming for help, and one of her grandsons came out of the bathroom and armed himself with a golf stick. The police spokesperson said the young man used the golf stick to beat Sibanda until he dropped the gun. The young man and Sibanda wrestled until neighbours, as well as police officers, arrived and apprehended the suspect. Kwari managed to escape from the scene. Police officers recovered BMW car keys which belong to Sibanda and a firearm with one live round of ammunition.
According to his office, Mabuyane had flu symptoms which later led to him to take a COVID-19 test. He is currently self-isolating at home.

Libya's warring sides agreed in UN-led talks on Wednesday a plan to hold elections within 18 months, as diplomatic efforts grow to end a decade of violence in the North African country.
Delegates from across Libya \"reached a preliminary roadmap for ending the transitional period and organizing free, fair, inclusive and credible presidential and parliamentary elections,\" interim UN envoy Stephanie Williams told journalists.
The talks in Tunisia aim to create a framework and a temporary government to prepare for elections as well as providing services in a country devastated by years of war, exacerbated by the coronavirus pandemic.
Williams stressed the need to move quickly to \"national elections which must be transparent and based on full respect for freedom of expression and assembly.\"
The Tunisia dialogue comes alongside military negotiations inside Libya to fill in the details of a landmark October ceasefire deal.
Libya is dominated by an array of armed groups and two executives: the Tripoli-based Government of National Accord, the product of a 2015 UN-led process, and a legislature elected in 2014 and allied with eastern military strongman Khalifa Haftar.
The UN selected the 75 invitees to the political talks to represent existing institutions and the diversity of Libyan society, a move that has sparked criticism of the process and its credibility.
The talks took place as a joint military commission of senior pro-GNA and pro-Haftar commanders continued meetings in Sirte, the hometown of longtime dictator Muammar Gadhafi whose 2011 toppling sparked Libya's crumble into chaos.
Sirte is on the line dividing zones controlled by the two forces, after Haftar's year-long bid to seize the western city of Tripoli crumbled in June with a blistering GNA counter-attack.
The ceasefire deal and military talks since have triggered hopes of an accompanying political deal.
Wednesday's talks were overshadowed by the fatal shooting of a prominent lawyer and women's rights activist in the eastern city of Benghazi the previous day.
Hanan al-Barassi, a vocal critic of corruption, abuse of power, and violence against women, was killed in broad daylight by unidentified armed men.
\"Her tragic death illustrates the threats that are faced by Libyan women as they dare to speak out,\" Williams said.
Bemoaning a \"crisis of accountability\" across Libya, she called for justice for Barassi's killers but declined to comment on whether the lawyer's death was linked to the talks.
\"There will be obstructionists, there will be people who don’t want change,\" she said.
But, she added, most Libyans \"have an overwhelming desire to reclaim their sovereignty and restore the legitimacy of their institutions.\"

The right wing in France has thus called on the judiciary to establish ‘’responsibility’’ in what it sees as a machination against the former French president.
Guillaume Peltier, a member of the French National Assembly tweeted ‘’ Never, we never doubted’’, the truth comes out’’.
His colleague, Damien Abad also said, ‘’ The truth always triumphs. Those who have fomented this plot, in defiance of justice, will have to account for it.\"
On the left wing, Fabien Roussel, National secretary of the French Communist Party , said \"it will perhaps be necessary to know what Takieddine, received between\" the moment when he assured to have given money to Mr. Sarkozy and the moment when he affirmed the opposite.
In November 2016, when Nicolas Sarkozy was running for the right-wing presidential nomination, Takieddine, an intermediary and one of the main witnesses against Sarkozy, claimed to have transported \"a total of five million euros\" in suitcases during three trips between Tripoli and Paris between November 2006 and early 2007.

PRESIDENT Emmerson Mnangagwa’s son, Tarirai David Mnangagwa is being accused of seizing gold mining claims in Gweru after the owners had invited him to invest in the project. The gold mining claims in question are under Block 16 Quarts mining claims called Jilikin 25, registration number 12641BM whose owner, according to court papers seen by NewsDay, is Chad Cecil Mupandanyama, since 2005. BY STAFF REPORTER But last month, Mnangagwa filed an application with the court, alleging that he had been duped of US$4 million by Mupanganyama after he was booted out a company which he co-founded. Mupandanyama together with his company, Swifteagle Investment Business Consultancy (Pvt) Ltd, cited Eliazel Mushiringi, Tarirai David Mnangagwa, Ruan Meats Enterprises (Pvt) Ltd, Wozheri Stone Crushers (Pvt) Ltd, Registrar of Companies, provincial mining director, Mines minister Winston Chitando as co-respondents in the matter. Mupandanyama said initially, he was partners with Mushiringi, who later roped in Mnangagwa to register a company called Wozheri Stone Crushers (Pvt) Ltd using a forged signature and other documents obtained fraudulently. As a result, Mupandanyama is seeking the High Court to issue an order declaring the registration of Wozheri Stone Crushers unlawful. Mupandanyama is also seeking the cancellation of the memorandum of agreement entered into between Mushiringi and Mnangagwa on November 28, 2017. “… and consequently, that the first to the fourth defendant’s (Eliazel Mushiringi, Tarirai David Mnangagwa, Ruan Meats Enterprises, Wozheri Stone Crushers) together with their sub-tenants, assignees, invitees, members and all other persons claiming occupation through them should within 10 days of service of this court order vacate from the mining claim,” Mupandanyama said in his affidavit. According to Mupandanyama, the drama started on January 7, 2016, when he entered into a tribute agreement with Mushiringi in terms of which he (Mupandanyama) agreed to grant mining rights to Mushiringi to develop, extract, mill and treat ore from the same and dispose of the product for own account. “In terms of the agreement first defendant (Mushiringi) undertook to pay 5% of the total gross value of gold and/or any other valuable product extracted from the said mining location,” he said. On March 18, 2016, Mupandanyama said Mushiringi entered into another agreement with Mnangagwa in terms of which he agreed to give up his mining rights, which he was exercising by virtue of the tribute agreement with Mupandanyama, to Swifteagle. This included installation of a granite crushing plant, payment of council fees, mine inspection fees, transport, food, accommodation, site fencing, costs of assaying and application of certificates. “The second plaintiff (Swifteagle) paid a commitment fee of US$10 000 to the first defendant and the agreement will be expiring in March 2036,” he said. Rescue teams out in force on Wednesday in the Mediterranean as they tried to save some 88 people, including children and babies, who have been shipwrecked on a flimsy boat that gave way.
The Open arms vessel said it recovered five bodies and that the rickety boat collapsed and tipped them into the sea.
The Spanish NGO managed to distribute waistcoats and masks in the moments before the ground sank.
It is the second migrant boat that the organisation's vessel has rescued in less than 24 hours.
Several miles away it was a similar situation but on a different boat. Some 13 people drowned off the Libyan coast while it managed to save 85 who were adrift and in danger of sinking in international waters.
Their boat was badly damaged, with water and gasoline spilled inside.
The NGO has criticised the fact that the countries of the Mediterranean have abandoned these people and have not moved government relief teams.
Since the start of the year, more than 575 migrants have died while trying to reach Europe, according to the UN's Migration body the IOM.
