BY MIRIAM MANGWAYA Harare City Council finance director Tendai Kwenda yesterday appeared in court on criminal abuse of office charges after he allegedly used council funds to purchase his personal vehicle. It is alleged that Kwenda transferred US$75 000 from the council beer levy account into his account and purchased a personal Jeep Cherokee motor vehicle without council approval. Kwenda was not asked to plead when he appeared before magistrate Ngoni Nduna, but was remanded in custody to December 24. His lawyer Joel Mambara said he would not apply for bail at the magistrates’ court, but at the High Court. Kwenda was arrested a week after he was released at the court on the same charges by magistrate Marehwanazvo Gofa, who said the charges were “meaningless and incomplete. His co-accused when he was first arrested Cainos Chingombe, council human capital director, was also re-arrested early this week and was in custody for using council funds to purchase personal vehicles. The State alleges that Kwenda did not follow the council procurement procedures that stipulate that council procurement exceeding $10 000 should be purchased through a tender process. He purchased the vehicle for $97 500 and topped up $27 500 from his personal funds. He insured the vehicle and demanded the money from council, which was reimbursed. The accused was then involved in an accident with the Jeep and made an insurance claim from Old Mutual, and bought a Land Cruiser that he registered in is name. The beer levy funds he used to purchase his personal vehicle with were not part of the general revenue of the local authority, but was to be used to fund the welfare of the community on provision of services such as health, water sanitation and others. The first international aid convoy arrived Saturday in the capital of Ethiopia's Tigray region since fighting broke out more than a month ago, triggering a refugee crisis and humanitarian disaster.
The International Committee of the Red Cross said seven trucks brought medicines and medical equipment for 400 wounded as well as relief supplies to Mekele, a city of half a million that had been all-but cut off to foreign aid since the conflict began on November 4.
\"It is the first international aid to arrive in Mekele since fighting erupted in Tigray more than one month ago,\" the Geneva-based ICRC said, describing health care facilities in the city as \"paralysed\".
Patrick Youssef, ICRC regional director for Africa, said the supplies would \"reduce those impossible life-or-death triage decisions\" for doctors and nurses in Mekele who had endured for weeks without running water and electricity, let alone essential medicines.
The convoy arrived as the United Nations expressed growing alarm over the plight of nearly 100,000 Eritrean refugees in Tigray and appealed for urgent access to assist them and 600,000 others dependent on food rations.
Ethiopia had restricted access to Tigray, and a communications blackout has made it difficult to evaluate the humanitarian situation on the ground.
Aid groups have been warning for weeks of a looming hunger crisis as food rations dwindled, and life-saving relief was repeatedly delayed.

Prime Minister Abiy Ahmed, winner of last year's Nobel Peace Prize, on Friday said his government would be in charge of handling the humanitarian response and access to Tigray, and that Ethiopia had this week dispatched tonnes of food and other relief supplies by trucks to Mekele and other cities in the region.
Addis Ababa has rejected suggestions that outsiders might play a leading role in the relief effort and an agreement last week to allow the UN and aid agencies access to Tigray foundered, deepening international alarm, before another deal was announced on Wednesday.
The UN refugee agency UNHCR said Friday it still has not been able to reach four camps for Eritrean refugees since the announcement of a major military offensive against forces loyal to the Tigray People's Liberation Front (TPLF).
Filippo Grandi, the UN High Commissioner for Refugees, said the UNHCR had received \"an overwhelming number of disturbing reports\" of refugees being killed or kidnapped and forcibly returned to Eritrea, a secretive country bordering Tigray to the north.
\"If confirmed, these actions would constitute a major violation of international law,\" Grandi said.
EU foreign policy chief Josep Borrell said Saturday that \"any act of refoulement or forced return should be prevented\" and urged that aid groups be given \"immediate, unhindered and unrestricted\" access to Tigray.

BY JAIROS SAUNYAMA AN illegal gold panner was found dead while his colleague is missing after they parked their vehicles on the banks of Mazowe River in Pfungwe before they were swept away by floods. Police in Mutawatawa managed to retrieve the body of Norman Nyamunda (42) while Keith Tigere (23) is still missing despite efforts by the sub-aqua-unit to locate him. Mashonaland East provincial police spokesperson Inspector Tendai Mwanza could not be reached for a comment as he is reportedly attending a meeting in Harare. According to a memo seen by this paper, it is reported that on December 4, at around midnight, Tigere and Nyamunda were asleep in their vehicles parked along the banks of Mazowe River in Zengeza area, under Chief Chitsungo when incessant rains hit the area. It is reported that the duo were awakened by the flooding river, before Tigere tried to drive his vehicle a Toyota Noah away from the banks but was swept away. Nyamunda reportedly tried to rescue his vehicle and a water pump before he was swept by the floods as well. The matter was reported at ZRP Mutawatawa who retrieved the body of Nyamunda about 100m away from the scene while his Toyota Corolla was found downstream. On December 7, the ZRP Sub Aqua unit began a search for the missing Tigere and managed to discover his vehicle buried under the sand while his body was nowhere to be found. Some well-wishers tried to pull out the Toyota Noah vehicle using an excavator but was dismantled in the process to due to sand inside.
ZANU PF should be blamed for the Budiriro house demolitions. The land barons who sold those stands to home-seekers are known ruling party activists. It is impossible for anyone to claim ownership of land unless they are connected to people in high offices. There are many legalities involved. The COVID-19 movement restriction law imposed in March, 2020 is a legality. The January court judgment which deemed the Budiriro houses illegal is not the only legality, otherwise how were these people supposed to vacate their settlements under lockdown? Right now, hundreds of houses have been demolished, but travel/movement restrictions are still in place. Zupco is still the only public transport available. And the rainy season. The move is grossly inhumane. The city council itself cannot claim higher moral ground on the issue of these urban illegal settlements. The council has the habit of leaving land barons developing illegal land, then impose the corrective measure of Operation Murambatsvina on residents years later. When did the city council discover these settlements? They were developed right under their nose. Even the notorious land barons are a product of council graft. These moves always stink of political agendas. But we have a national health emergency! Let us not be funny. Mambara
