An elderly man who is mentally ill and who was deemed unfit to plead has been locked away between jails and prison for 16 years for smashing a windscreen.

“When he went to court, he was deemed unfit to plead and has, basically, remained behind bars between the lock-ups at Ulster Spring, Clark’s Town, and Falmouth (all in Trelawny), and the St Catherine District Prison (in Spanish Town).”

It is unclear how many times Small has appeared before the court, but records at the Trelawny Parish Court showed that his matter was called up twice in 2019 and once this year.

Former prison doctor Raymoth Notice said that while he is aware of efforts to help prisoners with mental-health challenges, the stress associated with incarceration often frustrated inmates’ response to treatment.

Had the Trelawny Municipal Corporation acted on a recommendation from former councillor of the Sherwood Content division, Fernandez Smith, at the time of the incident, Small probably would not have been languishing between jails and prison, facing an uncertain future.

In an e-mail detailing the plan and route for the caravan, an attachment from ACRE titled Make Them Pay explained the rent cancelation demands.

Those moratoriums do not alleviate the growing financial burden of unpaid rent, mortgage, utility, and other housing-related bills that will come due in the near future.

It also said organizers identified more than 200,000 people who engaged in rent strikes on May 1 across the country.

The ministry of health has now shifted its focus to the country's borders that have become high risk areas where coronavirus transmissions are taking place.

Dr Mwangangi said this is due to human interactions on both sides of the country's border and especially the porous borders.

He named former Zanu PF national commissar Saviour Kasukuwere, top government and security officials, and MDC Alliance vice-chairman Job Sikhala, among others, as those involved in the alleged plot to oust Mnangagwa.

“Government would, therefore, like, through the agents of the working committee on National Security Council as convened in terms of the Constitution of Zimbabwe, to unequivocally debunk and dismiss these rumours with the contempt they deserve,” Kazembe said.

“The purveyors of this false coup narrative claim that former members of Zanu PF, who fell by the wayside and largely went into self-imposed exile at the advent of the new dispensation in 2017, are coming together in a united front with some named senior government leaders or members of the security forces of Zimbabwe and elements of the opposition formation,” Kazembe said.

Kazembe said: “They (alleged purveyors) further claim that once the contrived coup is executed, they intend to establish a national transitional authority which will then govern Zimbabwe minus Zanu PF for an unspecified period.”

“Indeed, the rumours of an imminent military coup alongside the incidents of fake abductions, torture and enforced disappearance and claims of a government of national unity or a national transitional authority all form an integral part of this kind of warfare,” Kazembe said.
