MUTARE-BASED freelance journalist Sydney Saize has sued Defence minister Oppah Muchinguri and State security agents for humiliation and unlawful arrest in Chimanimani while investigating alleged theft of Cyclone Idai donations last year. BY KENNETH NYANGANI The matter was heard on Thursday by High Court judge Justice Hlekani Mwayera who reserved judgment on whether it should to a full hearing. The journalist is claiming $500 000 damages. Saize cited Muchinguri, State Security minister Owen Ncube, Sports minister Kirsty Coventry, Commander of the Zimbabwe Defence Forces Phillip Vallerio Sibanda and Central Intelligence Organisation director-general Isaac Moyo as respondents. Muchinguri and Sibanda, who were represented by lawyer Mutumbwa Mugabe, raised preliminary objections that the case should not go to a full hearing. Mugabe told Justice Mwayera that Saize in his summons to sue the State security agents did not name the officers who harassed and arrested him. Saize’s lawyer Passmore Nyakureba of Maunga Maanda and Associates said the arguments raised by State were meant to delay the finalisation of the matter. “These arguments are ill taken, they are meant to delay the finalisation of the matter because my client complied with everything the State needed,” Nyakureba said. “He was unlawfully arrested by officers from the army, Central Intelligence Organisation and from the Border Gezi while doing investigative journalism on Cyclone Idai donations to verify if allegations that they were stolen were true.” Saize claimed that on April 11, he travelled to Chimanimani to investigate alleged theft of Cyclone Idai donations by State security agents and government officials. It is alleged that while interviewing the survivors at Ngangu Primary School, the journalist was arrested by some members of the security forces. He was detained at Ngangu Primary School and some officers later forced him to accept a food donation and ordered him to sign for it before posting messages on social media that he had stolen the donations. Saize was handed over to police in Chimanimani who refused to open a docket against him, saying they recognised him as an accredited journalist.

BY WINSTONE ANTONIO ENVIRONMENT, Climate Change, Tourism and Hospitality Industry minister Nqobizitha Mangaliso Ndlovu yesterday said the national tourism recovery and growth strategy launched by President Emmerson Mnangagwa in August this year will guide the sector going forward after the COVID-19-induced slowdown. Ndlovu made the remarks as this year’s edition of the Sanganai/Hlanganani – World Tourism Expo roared to life online due to the outbreak of coronavirus that has been declared a global pandemic. “The hosting of the virtual Sanganai/Hlanganani — World Tourism Expo marks the beginning of many such initiatives that seek to position our destination to the local, regional and international markets,” he said. Ndlovu said the uptake by both exhibitors and buyers at this year’s edition of the expo was impressive. He said the virtual exhibition would run concurrently with webinar discussions that sought to inform and educate the industry on key issues that will impact on capacity to recover and grow the sector. “The hosting of the virtual Sanganai/Hlanganani Expo is a much welcome development that is aimed at giving the industry a platform to interface with various source markets. I am told that as the virtual meetings commence this morning, the platform has allowed for pre-booking of meetings and I am certain that both parties will honour the appointments,” he said. Ndlovu said they were convinced that the return of regional and international flights marked the resumption of regional and international tourism. “Zimbabwe opened its borders to international travel via our international airports as of October 1 and we are looking at the gradual reopening of land borders in due course. We will constantly keep the markets informed of any developments that will affect their travel plans through our website and social media platforms,” he said. “International, regional and domestic flights have resumed in three of our major airports. Currently to safeguard our travellers and our tourism champions, visitors are expected to provide a negative PCR test on arrival, taken no longer than 48 hours before the time of flight departure.” He said quarantine for arrivals was not mandatory if the PCR test requirements have been fulfilled. “Any arrival that does not fulfil the PCR test requirements will be subject to testing on arrival and mandatory quarantine while awaiting results. The results take at most 48 hours,” he said. “While we have started taking baby steps towards recovery, it is a journey that we cannot undertake on our own, hence we celebrate the hosting of the virtual Sanganai/Hlanganani expo as it has brought us together to collectively work in mapping the way forward.” He said his ministry remained open to both local and international partners who have solutions that will see Zimbabwe emerge as a must-visit destination post the pandemic. “I am certain that with everyone’s involvement we are able to turn what has been a dark period for our sector into a resilient, vibrant and thriving industry to a reality,” he said.

Unearthing conspiracy theories from the bowels of the Internet, the President claimed with no evidence that doctors from other countries list underlying diseases as the cause of death, while US doctors choose coronavirus.
\"With us, when in doubt -- choose Covid,\" Trump said. \"Now they'll say 'Oh that's terrible what he said,' but that's true. It's like $2,000 more, so you get more money.\"
Trump's falsehood about doctors on the front lines of the pandemic angered Biden, who criticized the President for attacking first-responders at his subsequent rallies in Falcon Heights, Minnesota, and in Milwaukee.
\"The President of the United States is accusing the medical profession of making up Covid deaths so they make more money. Doctors and nurses go to work every day to save lives. They do their jobs. Donald Trump should stop attacking them and do his job,\" Biden said in Minnesota.

The clashing messages of the two candidates stood in stark contrast as they both campaigned in Wisconsin and Minnesota on Friday, with each man attempting to broaden his potential path to 270 electoral votes. A 37-YEAR-OLD 1 Commando Regiment-based soldier was on Thursday night killed by three minors after he allegedly attacked their mother over suspected arson at his parents’ home in Zaka, Masvingo province. BY DESMOND CHINGARANDE National police spokesperson Assistant Commissioner Paul Nyathi confirmed the murder of Aaron Bhasopayi by three children aged 15, 12 and 10 under circumstances still under investigation. “We are investigating what really transpired,” Nyathi said. But a leaked police memo indicated that the soldier travelled from Harare to Zaka on Wednesday on a revenge mission after his parents’ hut was allegedly set on fire by the minor children’s father over a debt. Bhasopayi arrived at the accused person’s home at around 10pm, forced himself into the accused’s room and woke them up before going to their mother’s bedroom, where he stabbed her with a knife, accusing her husband of torching his parents’ hut. The trio’s mother cried for help and on realising their mother was in danger, the 15-year-old accused person grabbed Bhasopayi from the back and the other two accused persons started to assault the soldier using logs. It is alleged the accused persons took an axe which was in the room and struck Bhasopayi several times on the head until he collapsed. The accused persons left him unconscious and alerted neighbours and police. The police officers attended the scene and found Bhasopayi’s body lying in a pool of blood. The police searched the body and recovered a Zimbabwe National Army identity card, three blue tablets, cigarettes and loose dagga. The body was taken to Masvingo General Hospital for post-mortem while the accused’s mother was referred to Ndanga District Hospital for medical attention. BY CHARLES LAITON Harare resident Enock Mukudu of ward 30 in Glen View, has approached the High Court challenging the recent suspension of by-elections by Health minister, Vice-President Constantino Chiwenga on health grounds. In his court application, Mukudu said the move was not only irrational, but also infringed upon the independence of the Zimbabwe Electoral Commission (Zec) which has a constitutional mandate to implement electoral policies as set out in section 235 of the Constitution. Mukudu joins nine other Harare residents who filed a similar court application last week. Mukudu said he was seeking the intervention of the court to declare that Statutory Instrument (SI) 225A of 2020 Public Health COVID-19 Prevention, Containment and Treatment (Amendment) Regulations, 2020 (No 4) as unconstitutional and that it is ultra vires sections 56, 57 and 58(3) of the Constitution of Zimbabwe. “I submit that the suspension of by-elections by the first respondent (Health minister) is challenged on the grounds that it is unlawful, irrational and unconstitutional,” he said. “In these circumstances, there is no justification for the ban on by-elections. In addition, section 159 of the Constitution requires vacant elective public offices to be filled within 90 days, it follows, therefore, that the provisions of the Constitution must be respected, protected and fulfilled,” Mukudu said. “With greatest respect, it is humbly submitted that the suspension of by-elections infringes upon the independence of the third respondent that has a constitutional duty to formulate electoral policies without the direction or control of anyone as set out in section 235 of the Constitution of Zimbabwe.” Mukudu further said the suspension of by-elections by Chiwenga was not a result of transparent multi-stakeholder consultations with citizens, Parliament, political parties, the academia, civil society, the private sector, trade unions and the youths. He added that President Emmerson Mnangagwa reasonably used his presidential powers in terms of the law and put in place reasonable measures to contain the COVID-19 pandemic, adding that the prohibition of large gatherings was reasonable, but these had been relaxed with certain conditions imposed so as to contain the spread of the pandemic.
