By Associated Press Undefined PARIS (AP) — In silence and mourning, France marked five years since 130 people were killed by Islamic State extremists who targeted the Bataclan concert hall, Paris cafes and the national stadium in a series of coordinated attacks. It was France's deadliest peacetime attack, deeply shaking the nation. It led to intensified French military action against extremists abroad and a security crackdown at home. He was Ghana’s longest serving leader.

Jerry John Rawlings who died after a short illness in Accra on Thursday morning, was known as an influential figure in Ghanaian politics.

He rose to prominence as a former flight lieutenant to become the first democratically elected president of the 4th Republic in the West African nation in the 90’s.

His charisma and charm is beloved across the country. But not everyone was for him even while he was alive.

During his rule, the 73-year old expected ‘’ probity, transparency and accountability’’ from public office servants.

Those who criticized him said he fell short of these expectations. The late Rawlings faced accusations including human rights abuses and misuse of state resources.

But Rawlings has been hailed for stabilizing Ghana’s politics and economy at his time and left a legacy of democracy for 20 years.

In 2001 when his National Democratic Congress party lost the general elections, he ensured a smooth transition of power to then opposition leader, John Agyekum Kufuor of the New Patriotic Party.

Taking Up Arms

A military operation has been launched by Morocco in the buffer zone of Guerguerat near Mauritania, as announced Friday.

The North African nation also denounced \"the provocations of the Polisario\" in Western Sahara — once a colony of Spain with a still undefined status. Classified as a \"non-autonomous territory\" by the United Nations (UN).

The aim of the ongoing operation is to \"put an end to the blockade situation\" and \"restore free civil and commercial movement\" on the road leading to Mauritania — whose existence is denounced by the Sahrawi independence fighters and which Rabat considers essential for its trade with sub-Saharan Africa.

For about three weeks, local sources claim militias of some 70 armed men have been \"attacking truckers, banning traffic and racketeering.\"

All this in spite of UN settlement efforts — as the organisation-led negotiations involving Morocco, the Polisario, Algeria and Mauritania have been suspended for several months.

Polisario in response has stated its Sahrawi troops will retaliate in self-defence in light of what it perceives as Morocco being \"aggressive\" and liquidating the 1991 cease-fire.

Background

The region of Guerguerat has already been at the centre of strong tensions between the Polisario and Morocco, particularly in early 2017.  Morocco controls more than two-thirds of this vast desert territory in its western part, along the Atlantic Ocean and has seen friction for decades with the pro-independence Polisario Front supported by Algeria.

The United Nations has called for urgent measures to protect civilians in northeastern Mozambique, who have fallen victim to an Islamist rebellion.

The jihadists attacked villages and killed several people in the Cabo Delgado province this week.

Rupert Colville is spokesman for the UN Human rights High Commissioner. He says the situation is now desperate.

\"The situation is desperate both for those trapped in conflict-affected areas, with barely any means of surviving, and for those displaced across the province and beyond. Those who remain have been left deprived of basic necessities and are at risk of being killed, sexually assaulted, abused, kidnapped, or forcibly recruited by armed groups\", Colville said.

The killing of civilians and clashes with security forces in various parts of Cabo Delgado province, have increased in recent weeks.

The UN sees the human rights situation \"increasingly alarming\".

Dozens of people are reported to have died and hundreds forced to flee their homes, the High Commissioner's office said.

According to the United Nations, over 350,000 people have been displaced due to violence in the region in the last three years.

It also said since October 16, more than 14,000 people have fled by sea. At least one boat has capsized, which is estimated to have killed about 40 people, including children. The Office of the High Commissioner fears that thousands more people are trapped in the conflict zones, many hiding for days.

The UN is also calling on Mozambican authorities to throw light on accusations of human rights violations against their security forces in recent years, including extrajudicial executions and ill-treatment.

By ANDREW TAYLOR Associated Press WASHINGTON (AP) — President-elect Joe Biden's top allies on Capitol Hill adopted a combative posture on COVID-19 relief on Thursday, pressing their case for a $2 trillion bill that's a nonstarter for Republicans and faulting the GOP for dragging its feet on acknowledging Biden's victory. The message from House Speaker Nancy Pelosi, D-Calif., and Senate Minority Leader Chuck Schumer, D-N.Y. — both of whom witnessed disappointing outcomes in House and Senate races last week — was that Republicans should concede Biden won and immediately return to negotiations on COVID relief, with the Democrats' $2.4 trillion […]

20 people died following a shipwreck off the Libyan coast, Doctors without Borders said Thursday. The incident occurred just hours after at least 74 migrants also died in a similar incident.

\"Two days ago, our boat set off to Italy from a site near al-Khums, at about nine o'clock at night. And yesterday, at two thirty in the morning our boat broke down and many people died at sea'', Mukhtar Salem Mohammed, Ghanaian migrant said.

Traumatized survivors sat in shock on the shore while others wrapped closely under blankets as aid workers distributed food parcels.

\"When we arrived on site, we found the corpses of 31 migrants on the shore of the beach. We also found 47 survivors, all of them African nationals, including even women and children\", an Immigration official at the Ministry of Interior for the Government of National Accord, Mukhtar Salem Mohammed said.

The International Organization for Migration (IOM) said so far this year, over 900 people have drowned in the Mediterranean trying to reach Europe. More than 11,000 others have been returned to Libya, it added, \"putting them at risk of facing human rights violations\".

Human traffickers have taken advantage of persistent violence in Libya since the overthrow of leader Muammar Gadhafi, turning the country into a key corridor for migrants fleeing war and poverty in desperate attempts to reach Europe.

While many have drowned at sea, thousands have been intercepted by the Libyan coastguard and returned to Libya. The Libya Coastguard has been backed by Italy and the EU. The migrants mostly end up in detention and often in horrific conditions.

Avid Support Outside Court

Hundreds of supporters of Ace Magashule, the Secretary-General of South Africa's ruling African National Congress (ANC) party, staged protests on Friday as some even tried to force way into the magistrate's court in Bloemfontein, the capital of the Free State, where Magashule appeared for his hearing over alleged graft revolving around the equivalent of 13.9 million euros in contracts to audit houses with asbestos roofs — awarded under former president Jacob Zuma's corruption-tainted nine-year administration between 2009-2018. His successor Cyril Ramaphosa has vowed to root out corruption in South Africa, which has seen the ANC at the head of national politics since the icon Nelson Mandela came into power in 1994 after the fall of the white supremacist oppressive apartheid regime.

The court appearance follows an arrest warrant issued on Tuesday over Magashule's alleged failures to conduct oversight and report corrupt dealings.

The ANC said it would monitor developments closely.
