Mayor Bottoms issued an Administrative Order to convene an Advisory Council comprised of community members and partners to examine the City’s use of force policies and procedures.
The Advisory Council will make recommendations for operational or legislative changes to the City’s existing use of force policies.

GOVERNMENT has been urged to assemble buses locally in order to curb externalisation of foreign currency by manufacturers. BY PRAISEMORE SITHOLE This was said yesterday by Passenger Association of Zimbabwe (PAZ) president Tafadzwa Goliati in an interview with NewsDay. Goliati said assembling of buses locally would create employment for locals. Recently, the government received 50 buses from China to boost the Zupco fleet. In the last 12 months, the government imported over 300 buses from China and Belarus to boost the Zupco fleet which had aged. “We are at pains seeing what is currently happening whereby the government is importing buses from China and Belarus using a lot of foreign currency instead of asking those companies to open assembling factories for buses in Zimbabwe which will be very cheap,” Goliati said. “This idea of local assembling of buses is being implemented by African countries like Ghana, Kenya and others. This will create employment for the youth. They will learn how assembling is done and this will improve our nation,” he said. Goliati said countries like China managed to develop because they were able to attract external companies to open factories to assemble buses. “The idea of having assembling companies in the country has proven well in other countries and it is high time that we do the same as a country. In China there are so many companies which are into manufacturing and as a nation we should do the same and stop importing everything.” PAZ recently condemned the state of most conventional buses operating under the Zupco franchise. They described them as unroadworthy, adding that they were death traps for the commuting public. FORGOTTEN dendera musician Allan Chimbetu (pictured) appears to have struck the right chord with his latest 10-track album titled Urgent Matter that was launched last week courtesy of Fasfit Matlock, a local company that specialises in supplying automotive equipment. BY WINSTONE ANTONIO Through Urgent Matter, whose production costs were footed by Fasfit Matlock, the Orchestra Dendera King (Central Committee) frontman makes a return, ending a four-year sabbatical. Chimbetu had last released an album in 2016, Covenant. In an interview with NewsDay Life & Style yesterday, Chimbetu said the album had been well received. “I am happy to have accomplished the desire to record and release this latest album Urgent Matter in this COVID-19 environment with the help of Fasfit Matlock who came on board to pay for all the production costs of this album,” he said. “The response so far is overwhelming as people are liking all songs on the album. This is an indication that we did our best to give them the best after such a long time.” Chimbetu engaged the crème de la crème of producers, Munya Vialy who is in Canada, Trust Samende and South Africa-based Keith Farquharson which gave the album a unique sound though the dendera sparkle is maintained. The musical arrangement and the incorporation of both live and digital instruments has the potential to propel Chimbetu to claim a place among the country’s best. Chimbetu’s adaption to digital instruments is probably an appreciation of the changing musical environment. This might be his reason for engaging the services of youthful gospel singer Mathias Mhere and dendera crooner Sulumani Chimbetu on Nyasha Dzinesu and Nhodzera respectively. The first night of the convention focused on unity across ideological lines, while Tuesday's two-hours of programming will seek to bridge another divide: The generations. The old-guard of the Democratic Party -- in speeches by Senate Minority Leader Chuck Schumer of New York, former Secretary of State John Kerry and former President Bill Clinton -- will share the spotlight with Rep. A range of Democrats, speaking on Biden's behalf on Monday night, attempted to highlight the unity inside the Democratic Party by hitting Trump on his handling of racial injustices, the coronavirus pandemic and his attacks on voting by mail. The night was capped by Obama, who excoriated Trump as the \"wrong\" president and noted that he was unable to win the popular vote four years earlier.
Democrats, in a moment of official business during a convention that has otherwise been more of a television show, will also hold their reimagined roll call vote on Tuesday, with party members appearing on video from each of the 57 states and territories to officially announce the delegates Biden and other Democrats received from their primary or caucus.
The convention to nominate Biden is unlike any other convention in history. Due to the coronavirus pandemic, and that infection and death rates in the United States remain high, the event is being held almost entirely virtually, making what would have been a raucous, in-person affair more like a two-hour television show for four nights.

Biden, the husband and father
Jill Biden, the person who knows Joe Biden better than anyone else, will cap Tuesday night by getting personal.
When Jill Biden spoke on the campaign trail earlier this year, she often testified to her husband's humanity and decency, a theme that organizers expect to repeat throughout the convention.
But the former second lady of the United States is expected to bring an increasingly personal touch to that argument, closing out the second night of the convention by speaking at length about her husband of more than four decades.

HAWTHORNE — U.S. Rep Maxine Waters held a virtual meeting with Hawthorne High School manufacturing and engineering coordinator Lucas Pacheco, and two student volunteers to discuss their efforts to produce personal protective equipment for local health care workers and first responders.
Through the school’s partnership with the South Bay Workforce Investment Board, Pacheco, Cameron Hartley, a Hawthorne High School senior, and Elias Marquez, a recent Hawthorne High School graduate, have produced 1,275 surgical mask “ear savers” for local frontline workers.
The “ear savers,” which protect workers from injuries related to wearing surgical masks for extended periods of time, have been distributed to many local hospitals and police departments in Waters’ 43rd District, including Kaiser Permanente South Bay Medical Center, Centinela Hospital Medical Center, Torrance Memorial Medical Center, Providence Little Company of Mary Medical Center, Long Beach Medical Center and the Hawthorne Police Department.
President Donald Trump signalled Sudan would be removed from the US list of state sponsors of terrorism if it pays compensation of $335 million to American terror victims and their families.
The move would open the door for Sudan to receive much needed international loans and aid to revive its battered economy.
Sudan has been listed since 1993 when al-Qaeda leader Osama Bin Laden lived in the country as a guest of the government.
The compensation relates to the victims of the 1998 bombings of the US embassies in Kenya and Tanzania, attacks conducted by Bin Laden’s al-Qaida network while he was living in Sudan which killed more than 200 people.
Trump made the announcement on Twitter.
Sudan's Prime Minister Abdalla Hamdok, who took office last year, welcomed the announcement, also on Twitter.
The move could also help Sudan's transition to democracy. Last year a popular uprising led to the military overthrow of autocratic leader Omar al-Bashir.
A military-civilian government now rules the country with elections possible in late 2022.
The announcement, just two weeks ahead of the U.S. presidential election, also comes as the Trump administration works to get other Arab countries, such as Sudan, to join the United Arab Emirates and Bahrain’s recent recognition of Israel.
