Meanwhile, Amnesty International said Thursday that scores of civilians were killed in a \"massacre\" in the Tigray region, that witnesses blamed on forces backing the local ruling party.
The \"massacre\" is the first reported incident of large-scale civilian fatalities in a week-old conflict between the regional ruling party, the Tigray People's Liberation Front (TPLF), and the government of Prime Minister Abiy Ahmed, winner of last year's Nobel Peace Prize.
\"Amnesty International can today confirm... that scores, and likely hundreds, of people were stabbed or hacked to death in Mai-Kadra (May Cadera) town in the southwest of Ethiopia's Tigray Region on the night of 9 November,\" the rights group said in a report.
Amnesty said it had \"digitally verified gruesome photographs and videos of bodies strewn across the town or being carried away on stretchers.\"
The dead \"had gaping wounds that appear to have been inflicted by sharp weapons such as knives and machetes,\" Amnesty said, citing witness accounts.
Witnesses said the attack was carried out by TPLF-aligned forces after a defeat at the hands of the Ethiopian military, though Amnesty said it \"has not been able to confirm who was responsible for the killings\".
It nonetheless called on TPLF commanders and officials to \"make clear to their forces and their supporters that deliberate attacks on civilians are absolutely prohibited and constitute war crimes\".
Abiy ordered military operations in Tigray on November 4, saying they were prompted by a TPLF attack on federal military camps -- a claim the party denies.
The region has been under a communications blackout ever since, making it difficult to verify competing claims on the ground.
Abiy said Thursday his army had made major gains in western Tigray.

AFRICAN lithium developer, Prospect Resources (Prospect) has secured long lead equipment items, giving it a leeway to commence the pilot plant project at its Arcadia Lithium Mine (Arcadia) to produce high-purity petalite and spodumene samples. BY MTHANDAZO NYONI In a statement yesterday, the Australia Stock Exchange-listed firm said the plant would initially produce bulk samples of 500 tonnes of petalite and 120t of spodumene concentrates for customer qualification. It will also de-risk the flotation process by operating the optimised flowsheet; supply bulk samples of high purity products to customers in the technical and chemical markets and obtain product qualification and maximise market demand for Arcadia’s products. The plant will supply samples to Uranium One Group for their product validation purposes and their continuing due diligence on Prospect and the Arcadia Lithium Mine. Prospect managing director Sam Hosack said their key focus was to operate a pilot plant to replicate the Arcadia flowsheet to produce high purity petalite and spodumene. “The pilot plant delivers a number of key objectives for customers, project finance parties and investors in de-risking the Arcadia project. It is a major milestone that we have secured the long-lead purchases,” he said. “Prospect has unique geology at Arcadia allowing for production of high purity products that attract premium pricing from both the technical and chemical market. The flotation process, together with the Arcadia project, offers an attractive solution for customers seeking long term, high quality and consistent supply,” he added. Hosack said the samples would be used for qualification processes with current customers, adding that they would approach additional customers and grow market demand for Arcadia’s high purity products. The company said the design of the pilot plant was based on flotation test work done by a firm called Anzaplan and scaled up to a pilot plant size by the Beijing General Research Institute of Mining and Metallurgy using proven flotation technology solutions. It said front-end engineering and design (FEED) will be undertaken using information gathered from the pilot plant. This will determine the phasing, scale of growth and nominal capacity of the Arcadia project. The strategy for the phasing of development will be clarified with the capital expenditure estimates from FEED. “The main risk to achieving this schedule is the delivery of the long lead items that drive the critical path and are able to delay the commissioning. The key long lead items are the flotation cells, which have now been secured by (a) leading flotation cell supplier, mitigating that risk,” Prospect said.

Mupandanyama together with his company, Swifteagle Investment Business Consultancy (Pvt) Ltd, cited Eliazel Mushiringi, Tarirai David Mnangagwa, Ruan Meats Enterprises (Pvt) Ltd, Wozheri Stone Crushers (Pvt) Ltd, Registrar of Companies, provincial mining director, Mines minister Winston Chitando as co-respondents in the matter. Mupandanyama said initially, he was partners with Mushiringi, who later roped in Mnangagwa to register a company called Wozheri Stone Crushers (Pvt) Ltd using a forged signature and other documents obtained fraudulently. As a result, Mupandanyama is seeking the High Court to issue an order declaring the registration of Wozheri Stone Crushers unlawful. Mupandanyama is also seeking the cancellation of the memorandum of agreement entered into between Mushiringi and Mnangagwa on November 28, 2017. “… and consequently, that the first to the fourth defendant’s (Eliazel Mushiringi, Tarirai David Mnangagwa, Ruan Meats Enterprises, Wozheri Stone Crushers) together with their sub-tenants, assignees, invitees, members and all other persons claiming occupation through them should within 10 days of service of this court order vacate from the mining claim,” Mupandanyama said in his affidavit. According to Mupandanyama, the drama started on January 7, 2016, when he entered into a tribute agreement with Mushiringi in terms of which he (Mupandanyama) agreed to grant mining rights to Mushiringi to develop, extract, mill and treat ore from the same and dispose of the product for own account. “In terms of the agreement first defendant (Mushiringi) undertook to pay 5% of the total gross value of gold and/or any other valuable product extracted from the said mining location,” he said. On March 18, 2016, Mupandanyama said Mushiringi entered into another agreement with Mnangagwa in terms of which he agreed to give up his mining rights, which he was exercising by virtue of the tribute agreement with Mupandanyama, to Swifteagle. This included installation of a granite crushing plant, payment of council fees, mine inspection fees, transport, food, accommodation, site fencing, costs of assaying and application of certificates. “The second plaintiff (Swifteagle) paid a commitment fee of US$10 000 to the first defendant and the agreement will be expiring in March 2036,” he said. Hundreds of Ethiopians gathered Thursday to donate blood for troops fighting in the northern Tigray region, as officials tried to rally support for a week-old conflict Prime Minister Abiy Ahmed said was going his way.
The government also announced that police had arrested 150 people in the capital suspected of trying to carry out \"terror attacks\" on the orders of Tigray's ruling party.
Prime Minister Abiy blames the Tigray ruling party for a conflict that analysts fear could spiral into a protracted civil war.
Hundreds have died and thousands have fled the country since Abiy, last year's Nobel Peace Prize winner, sent troops and warplanes into Tigray last week after a months-long feud with the Tigray People's Liberation Front (TPLF).
Abiy said the TPLF -- which dominated Ethiopian politics for nearly three decades before he took office in 2018 -- had crossed a \"red line\" and attacked two federal military bases, which the party denies.
Thursday's blood drive was organised by the office of Addis Ababa Mayor Adanech Abebe, who claimed the population was unified against the TPLF while donating blood herself.
\"The aim of this blood donation is to express our respect for our army,\" she told journalists as a nurse drew blood from her left arm.
\"The attack done by TPLF to our army is shameful for Ethiopia. Never happened in our history. We want to condemn this.\"
Tigray has been under a communications blackout since the military operation was launched on November 4, making it difficult to verify the situation on the ground as both sides make conflicting claims.
In a Facebook post Thursday, Abiy said government forces had \"liberated\" the western zone of Tigray -- made up of six zones, plus the capital and surrounds.
Abiy also accused TPLF-aligned fighters of \"cruelty\", saying that when the army took control of the town of Sheraro they \"found bodies of executed defence force personnel whose hands and feet were tied\". There was no immediate reaction from the TPLF.
Under Abiy, Tigray's leaders have complained of being unfairly targeted in corruption prosecutions and removed from top positions.
Tensions soared as Tigray defiantly held its own elections in September, insisting Abiy was an illegitimate leader after national polls were postponed due to the coronavirus.

The conflict has seen multiple rounds of airstrikes targeting arms and fuel depots along with heavy fighting in western Tigray.
The UN said Wednesday some 11,000 Ethiopians had sought refuge in neighbouring Sudan, and Ethiopia has acknowledged some of its troops at one point retreated into neighbouring Eritrea, highlighting the conflict's potential to draw in the wider Horn of Africa region.

BY PRAISEMORE SITHOLE Church leaders and residents expressed reservations yesterday during a consultative meeting convened by the Parliamentary Portfolio Committee on Health and Child Care to gather public views on the Bill . Zimbabwe Christian Alliance representative Mehlokazulu Ncube said the proposed Bill would affect innocent children. “This thing is against the Constitution of Zimbabwe and my question is why is Parliament pushing such an agenda? We elected parliamentarians to stand for us and it is their duty to deny such Bills which do not promote ubuntu and are against the Constitution,” Ncube said. “What have they done as parliamentarians to educate children and if this Bill is passed, where are they going to get money to buy these things when as a country we have a serious deficit?” A resident, Patricia Chininge, said most of the parents were not helping their children with issues of reproduction. “The society morality has broken down from parents to children and now there are so many child-headed families, but as a society and the government, we have failed to help those children and they end up being exposed to sex and other things,” she said. “Is giving children this type of education the only solution? I am totally against the Bill. Let’s rise up as the society, as the government as the people and find a solution to deal with this problem. The problem is that children are having sex at an early stage. There is no guidance, there is no education, so let’s bring better ways to deal with that.” Baptist Union of Zimbabwe member Godwin Moyo said the Bill seemed to put everything in one basket. “There are problems that are there concerning early pregnancies, child-headed families, but the solution is the one that we are saying no to,” he said. Nkulumane MP Kucaca Phulu said people had not properly understood the Bill. “The young people are having their own angle of understanding and the elderly are having their own interpretation. So, I wish to get time and have more discussions with both the youths and the elderly,” he said. Former Health and Child Care minister David Parirenyatwa said they were sent by Parliament to gather public views. “As you can see, most of the parents and churches are saying ‘no, 12 years is still too young, they are too immature. We are really leading them into child prostitution’ and they are also challenging the age of consent,” he said. “The youths are saying, ‘let everyone have reproductive healthcare’ and so this is the discussion we were having. The parents’ morale is very low and parents have been complaining that not enough consultation was done. We should have consulted teachers, churches, parents and youths separately and I agree with them.”
