A MUTARE man lost his vehicle and some belongings to two machete-wielding robbers who pounced on him last Friday. BY KENNETH NYANGANI Manicaland police spokesperson Inspector Tavhiringwa Kakohwa yesterday confirmed the incident to NewsDay. He said on November 6 at around 4pm, the complainant, Marshal Jujuwa, was at Dangamvura bus terminus in Mutare when he was approached by two unknown persons who requested to hire his vehicle. The two said they wanted him to take them to Zimunya township claiming they wanted to consult a prophet there. At around 6pm when they were in Zimunya at a secluded place, the two produced a machete and threatened to kill Jujuwa. They tied his legs with electric cables and gagged him with insulation tape. The robbers then took his money and other belongings and drove off. The complainant untied himself before making a police report. The assailants are still on the run. A 22-YEAR-OLD Lobengula West man in Bulawayo on Tuesday disarmed an ex-police sergeant using a golf club during a robbery attempt prompting members of the community to bash the suspect. BY NIZBERT MOYO The young man disarmed Ian Sibanda (54), who was accompanied by Learnmore Kwari intending to rob an old woman (name yet to be revealed) after getting wind that she had sold a house for US$20 000. Neighbours told Southern Eye that the 22-year-old young hero (name not disclosed)’s action resulted in the arrest of the suspect. Acting Bulawayo provincial police spokesperson Inspector Nomalanga Msebele yesterday confirmed the arrest of Sibanda, adding that investigations were in progress. “I can confirm that on November 10, the complainant was watching television in her sitting room with her three grandchildren,” Msebele said. “The two robbers knocked at the back door of the house and were allowed in by one of the grandchildren. They had parked their dark green BMW vehicle in the neighbourhood.” She added that Sibanda and Kwari were wearing caps and face masks, which partially covered their faces and they demanded cash from the old woman while holding an unregistered pistol whose serial numbers had been removed. Msebele said the old woman fled from the room while screaming for help, and one of her grandsons came out of the bathroom and armed himself with a golf stick. The police spokesperson said the young man used the golf stick to beat Sibanda until he dropped the gun. The young man and Sibanda wrestled until neighbours, as well as police officers, arrived and apprehended the suspect. Kwari managed to escape from the scene. Police officers recovered BMW car keys which belong to Sibanda and a firearm with one live round of ammunition.

AFRICAN lithium developer, Prospect Resources (Prospect) has secured long lead equipment items, giving it a leeway to commence the pilot plant project at its Arcadia Lithium Mine (Arcadia) to produce high-purity petalite and spodumene samples. BY MTHANDAZO NYONI In a statement yesterday, the Australia Stock Exchange-listed firm said the plant would initially produce bulk samples of 500 tonnes of petalite and 120t of spodumene concentrates for customer qualification. It will also de-risk the flotation process by operating the optimised flowsheet; supply bulk samples of high purity products to customers in the technical and chemical markets and obtain product qualification and maximise market demand for Arcadia’s products. The plant will supply samples to Uranium One Group for their product validation purposes and their continuing due diligence on Prospect and the Arcadia Lithium Mine. Prospect managing director Sam Hosack said their key focus was to operate a pilot plant to replicate the Arcadia flowsheet to produce high purity petalite and spodumene. “The pilot plant delivers a number of key objectives for customers, project finance parties and investors in de-risking the Arcadia project. It is a major milestone that we have secured the long-lead purchases,” he said. “Prospect has unique geology at Arcadia allowing for production of high purity products that attract premium pricing from both the technical and chemical market. The flotation process, together with the Arcadia project, offers an attractive solution for customers seeking long term, high quality and consistent supply,” he added. Hosack said the samples would be used for qualification processes with current customers, adding that they would approach additional customers and grow market demand for Arcadia’s high purity products. The company said the design of the pilot plant was based on flotation test work done by a firm called Anzaplan and scaled up to a pilot plant size by the Beijing General Research Institute of Mining and Metallurgy using proven flotation technology solutions. It said front-end engineering and design (FEED) will be undertaken using information gathered from the pilot plant. This will determine the phasing, scale of growth and nominal capacity of the Arcadia project. The strategy for the phasing of development will be clarified with the capital expenditure estimates from FEED. “The main risk to achieving this schedule is the delivery of the long lead items that drive the critical path and are able to delay the commissioning. The key long lead items are the flotation cells, which have now been secured by (a) leading flotation cell supplier, mitigating that risk,” Prospect said.

A NYANGA man committed suicide after he was accused of raping and impregnating his minor sister. The man (26, name withheld) of Gohoto village under Chief Katerere in Ruwangwe, Nyanga North, killed himself on November 6. It is said that on November 5, the family members of the now-deceased met and discussed the matter as they accused him of impregnating his 14-year-old sister. The following day, the accused told his son that he was going to Nyapomboro Mountain. The family members became suspicious when he failed to return after several hours. THE majority of residents in Zimbabwe’s major urban areas are drinking sewage-contaminated water due to poor management systems by local authorities, Auditor-General Mildred Chiri has revealed in her latest audit report. BY MIRIAM MANGWAYA An assessment by the Auditor-General on six major cities in the country showed that urban local authorities were failing to attend to sewer blockages within 24 hours, resulting in raw sewage mixing with drinking water. This ultimately gives rise to outbreaks of waterborne diseases such as typhoid, dysentery and cholera, among others. Unattended sewer blockages also result in sewage back-flowing, which further weakens the pipes, according to the audit findings for the period 2013 to 2017 following a public outcry over sewer bursts. “The assessment of the urban local authorities’ management of sewerage system revealed a number of weaknesses which contributed to the increase in the number of sewer blockage complaints from consumers,” Chiri said. “If local authorities fail to attend to blockages within the stipulated eight to 24 hours, raw sewage is lost into the environment before reaching the treatment plants, thereby contaminating water bodies. “According to interviews conducted, engineers cited that they were doing more of reactive maintenance rather than planned maintenance.” Results of the assessment also showed that Harare, with the highest population of over 1,5 million people, records the highest number of sewer blockages on average each year, which places residents in the capital city at high risk of contracting waterborne diseases. The United Nations Environment report of 2013 ranked Lake Chivero, Harare’s main water source, as one of the most 10 polluted lakes in the world. Statistics from the audit show that Harare discharges about 4 000 megalitres of raw or partially-treated water into water systems. In responding to the audit, city fathers blamed residents over sewer blockages, citing dumping of kitchen utensils and other items in sewage pipes as the major contributor to infrastructure damages. Although with a higher population, the audit report said Bulawayo had a better sewer system compared to other councils. In 2013 alone, 560 people died of waterborne diseases, while close to 600 000 others contracted the diseases countrywide. In 2008, five years before the audit, Zimbabwe recorded its worst cholera outbreak, which claimed over 5 000 lives, with Harare’s Budiriro and Glen View high-density suburbs the worst hit. Harare and Bulawayo are staring another crisis due to recurrent water shortages, with Harare declaring incapacitation to buy water treatment chemicals. Last week, Harare City Council confirmed four cases of typhoid, a bacterial infection that can be transmitted through contaminated water. The local authorities do not have modern equipment and technologies for sewer system inspection and maintenance and Chiri stated that the government was losing about US$194 million annually owing to poor sanitation practices. BY PATRICIA SIBANDA EPIDEMIOLOGY and disease control director in the Health and Child Care ministry, Portia Manangazira, has emphasised on the need for the unification of traditional and conventional medicines in the fight against the COVID-19 pandemic. Addressing a workshop in Bulawayo on Wednesday, Manangazira said there was need to ensure the maximum use of locally available medicines and herbs in the supportive care and management of COVID-19 patients. She said her ministry had harnessed traditional medical practitioners, conventional medical practitioners and their communities together so that dual intervention is done to mitigate COVID-19. “So we must start, we should have continued and furthered that, and today, we would be having even a large manufacturing plant which we say, it's our marula tree or some other nutritious shrub,” she said. “Sometimes we end up having healthy animals and malnourished people and we haven’t really explored that. All I am saying is, we are living and failing to utilise our locally available medicines.” She said it was worrisome that the ministry had not taken traditional medicine on board. “We do have a lot of herbs and they form raw materials for the pharmaceuticals. If I heard correctly, the International Traditional Healers Association leader said uMsuzwane has got some anti-ceptive properties, a bit disappointing is that we have not taken our traditional medicine a step further so that we describe and display the content and the ingredients in the market places.” Manangazira said the late former Health minister Herbert Ushewokunze attempted to introduce the system, but died before his ideas were adopted. “I think we are also in the right place because at some time, we had a former Minister of Health, the late Herbert Ushewokunze. He operated the Marondera Clinic here in Bulawayo and that clinic was unique. It would treat you for modern medicine if you so wished or for traditional medicine and he had labels on his containers, but he died and that practice also died with him,” she said.

BULAWAYO City Council has expressed reservations over expending resources to a project spearheaded by First Lady Auxillia Mnangagwa to transform a refugee centre at Chambuta in Chiredzi into a rehabilitation facility for street kids. By NQOBANI NDLOVU Government first announced plans to transform the refugee centre into a facility for children in 2015, but the project failed to take-off. Auxillia, through her Angel of Hope Foundation and the Public Service, Labour and Social Welfare ministry, is now spearheading the project. Latest council minutes show that the ministry on October 22 sent an SOS to the Bulawayo City Council (BCC) seeking material and financial support to ensure the project becomes a success, but councillors turned down the request. “Discussion ensued and councillor Mlandu Ncube was concerned that Bulawayo had a lot of responsibilities that it was failing to fulfil. Council was facing a lot of financial challenges. He was against the idea to pledge assistance to renovate the home,” the council minutes read in part. “Council could only assist in terms of painting the block. Alderman Siboniso Khumalo shared the same sentiments with Ncube, saying that in Bulawayo there were homes which council was failing to assist as well as other service delivery responsibilities it could not meet.” Bulawayo street kids are housed at Emthunzini Wethemba, but the facility faces viability challenges, forcing the homeless to escape back to the streets. Town clerk Christopher Dube, however, argued that council had a responsibility to pledge assistance in the spirit of the Urban Councils Association of Zimbabwe. “It was, therefore, resolved to recommend that the council be granted authority to pledge assistance in the form of painting the block that it adopted at Chambuta Children’s Home.” In its SOS letter, the ministry said it was mandated under the Children’s Act (Chapter 5:06) to care for and protect the homeless through the Department of Social Welfare. “It is in this light that all urban councils are being called upon to commit their resources towards renovations and future maintenance of Chambuta Children’s home to ensure sustainability of the project,” the ministry wrote to the BCC. “Please note that your commitment in the project will leave its mark in improving the lives of this vulnerable group from our communities taking into cognisance the fact that the children currently housed at the institution had been living and working on the streets of all urban centres countrywide.”
