Democratic representative of New York City, Charles Bernard Rangel, first elected to the U.S. House of Representatives in 1970, is now one of the longest serving members of Congress. Rangel was born in Brooklyn, New York City in 1930. He attended De Witt Clinton High School but dropped out in 1948 and entered the U.S. Army. Two years later he served in the second infantry division in Korea where he earned a Purple Heart and a Bronze Star for his actions in combat.
In 1952 Rangel was discharged and returned to New York, graduated from high school, earned a B.S. degree from New York University in 1957 and a J.D degree from St. Johns University in 1960. Upon admittance to the bar Rangel began practicing law in New York City.
In 1964 Charles Rangel spent the year as assistant U.S. attorney for the south district of New York working under U.S. Attorney Robert Morgenthau. In 1965 he was counsel to the Speaker of the New York State Assembly. He also served as counsel to the President’s Commission to Revise the Draft Laws. Throughout the late 1960s Rangel was legal advisor to many civil rights activists in New York and the South.
Charles Rangel was elected to the New York State Assembly, representing the 72nd District (Central Harlem), in 1966. In 1970 he entered the Democratic primary where he narrowly defeated legendary Congressman Adam Clayton Powell. In November he was elected to represent New York’s 15th District in Congress over token Republican opposition. A co-founder of the Congressional Black Caucus in 1971, Rangel was elected chair of the group. He also served in the House Judiciary Committee’s hearings on the impeachment of President Richard Nixon.

The Southern Poverty Law Center (SPLC) today announced it is investing up to $30 million from its endowment in voter outreach organizations in the Deep South to increase voter registration and participation among people of color with a lower propensity to vote.
The COVID-19 pandemic has and will continue to have a disproportionate impact on democratic participation for communities of color who have been harmed most deeply by the health and economic crisis and who will encounter greater barriers to voter participation given the new risks of voting in person on Election Day.”
Numerous organizations across the five states are working to promote voter participation and reach communities of color, returning citizens and young people, but they are struggling to secure resources to further their outreach amid the COVID-19 pandemic, an era of social distancing, and major economic recession, the SPLC said in a statement.
Officials noted that Vote Your Voice builds on the SPLC’s ongoing voting rights work to enable every citizen in the Deep South the opportunity to have their voice heard at the ballot box.
In the past two years, the SPLC invested a combined $2 million to help pass the Amendment 4 ballot initiative in Florida and increase voter registration and turn-out in Louisiana and Mississippi state elections.
OPPOSITION Leader Dr Peter Phillips on Sunday chided Prime Minister Andrew Holness for suggesting that the country's crime problem has evolved beyond the capacity to contain it.
The prime minister said that many of the crimes in Jamaica are being fuelled by these external forces, creating a need for more investment, over time, to build out the security architecture.
And if the prime minister thinks it is, that is probably why they have prepared no security plan that the country can line up behind for the whole four years that they have been in office,” Dr Phillips said.
Dr Phillips applauded the stakeholder group that met with both himself and Prime Minister Holness last week on the issue of crime.
In every single area of national life that is in crisis — whether it be crime, whether it be the absence of economic growth, whether it is poor governance — the JLP Government has failed and failed miserably, and the people of Jamaica need to understand that we represent the answer,” Dr Phillips concluded.

The auditor general urged the ministry to “review its systems to ensure that the controls in place to enforce the eligibility requirements for PATH beneficiaries are operating effectively to reduce the risk of irregular or erroneous payments”.
Monroe Ellis said that the ministry should also take the necessary steps to ensure that only legitimate beneficiaries who have satisfied all the requisite criteria are paid the COVID-19 PATH grants.
Monroe Ellis reported that in response to the findings of her audit, the ministry placed a hold on the payment for the 8,933 beneficiaries and conducted a review to determine the actual eligibility status of each of the additional persons.
The ministry acknowledged that 4,354 new beneficiaries did not sign the agreement letter as required by the PATH Operations Manual, but they satisfied the other requirements of the programme for eligibility.
The ministry also indicated that for the May 2020 payment, “the requirement to sign the agreement letter was relaxed, owing to social distancing, reduced office hours, and other measures implemented by the Government in response to the COVID-19 pandemic”.

Although Medicaid recipients may sometimes be required to sign over certain resources to the facility where they reside, this does not apply to the economic stimulus payments.

Prime Minister Andrew Holness has announced new COVID pre-testing requirements for visitors to Jamaica from high-risk US states.
At a press conference at Jamaica House on Monday, Holness said as of July 10, people visiting Jamaica from Florida, New York, Arizona and Texas must upload the results of their COVID tests to the visitjamaica website before their landing may be approved.
According to Holness, Jamaica has to implement the measure as it prepares to welcome more people to the island.
Other people returning to the island will be screened at the airport.
Health Minister Dr Christopher Tufton said the new pre-testing requirement will ease the pressure on the local staff.
