It is undeniable that the threat of mass homelessness has increased significantly since the arrival of COVID-19 due to business closures and unemployment. Naturally, the GOP-led Texas Senate responded with the passage of Senate Bill 987 [SB-987] and extension of House Bill 1925 [HB-1925], not to solve the problem, but to instead criminalize “public place camping” (nice euphemism).
