The spokesperson for the UN Secretary-General confirmed on Monday that Antonio Guterres spoke with DRC President Felix Tsisekedi to apologise and offer condolences a day after U.N. peacekeepers returning to duty killed three people and wounded more than a dozen others at the border with Uganda.
