guest column:Solomon Mutambara/ Delphine Serumaga THIS year marks 25 years since the adoption of the Beijing Declaration and Platform for Action which set out 12 critical areas of action aimed at removing the systemic barriers that hold women back from equal participation in all areas of life. While progress has been made in broadening socio-economic opportunities for women and affirming their rights in the Constitution, challenges remain. Indeed available evidence of the socio-economic impacts of the COVID-19 pandemic is showing a deepening of inequalities and persistent violations of the rights of women and girls, and further exposes acutely disadvantageous conditions that make women more vulnerable to withstand the effects of natural disasters. There are reported increases in cases of sexual and gender-based violence (SGBV) and financial distress due to the informal and survivalist nature of economic activity women are involved in. Much is required to ensure policies and strategies are addressing these gaps, to ensure resilience and recovery by women in both urban and rural areas. Thus, as the world commemorates International Day of Rural Women, this is an ideal opportunity to reflect on their crucial role in agriculture, food security and nutrition, and management of pandemics at the community level Fifty-six percent of communal farmers in Zimbabwe are rural women. Restrictions in movement in response to the spread of coronavirus exposed a lot of rural women to limitations in participating in this sector, yet they play a significant role in agricultural value-chains, but rarely go beyond subsistence production. A gender assessment of COVID-19 and the countrywide lockdown carried out by UN Women Zimbabwe revealed that women reported an increased burden in taking care of children, performing household chores among other routine duties they have at household and community levels. In addition, the Zimbabwe Resilience Building Fund (ZRBF) Outcome Monitoring Survey Programme Learning Report revealed that young female-headed households are particularly vulnerable to shocks and stresses, as their mobility and livelihood options are limited to caring for younger siblings in the home. The key constraints to resilience for women because of COVID-19 range from time poverty, lack of access to healthcare, reduced access to scarce resources and lack of information. Before the advent of COVID-19 pandemic, rural women were already struggling in regard to enhancement of their livelihood options due to, among others, insufficient infrastructure and services in rural areas. ZRBF recognises that rural women’s exposure and sensitivity to pandemics are exacerbated by existing gender dynamics at household and community level. Thus, UN Women Zimbabwe through the generation equality campaign is calling for strengthening of rural women’s sustainable livelihoods and wellbeing. guest column:Tadiwa Pasipanodya THIS article serves as a brief synopsis of the mining that was taking place in one of Zimbabwe’s protected areas namely Hwange National Park. The article will start with an in-depth analysis of the laws that regulate the mining industry in Zimbabwe and then proceed to discuss the current unenviable situation which has seen mining take place in a national park. It will then conclude on a sombre note as it discusses the conflict between environmental conservation and the need to stimulate economic growth, moreso in a situation where there is a desperate need to achieve the latter. What law regulates mining in Zimbabwe and what are the procedures contained in the law? The main piece of legislation that regulates mining in Zimbabwe is the Mines and Minerals Act (hereafter referred to as the Act). The first aspect one would note when perusing through it, would be that in section 2, the Act vests the right to mine in the President of course subject to the Act. Although this is not the main purpose of this piece, it would be worth noting how more progressive jurisdictions have handled this key introductory section. For instance, in South Africa the Mineral and Petroleum Resources Development Act (MPRDA) enlists the State as the custodian of mineral resources for the benefit of all South Africans. That is a notable distinction which will be explored on another day. For one to start mining in Zimbabwe, the following procedures must be satisfied. The process naturally starts with a prospecting licence. In the Hwange National Park instance, the Chinese-owned company by the name Yuxian County Zhingxin Coking Company Ltd (hereafter referred to as the Chinese company) which was working in conjunction with the Zimbabwe Mining Development Corporation (ZMDC), was supposed to be in possession of a Zimbabwe Investment Authority certificate. Then in turn apply for a prospecting licence from the Mines ministry or any of its offices as prescribed by section 20 of the Act. Section 23 of the Act further provides that the prospecting licence will be valid for a period of two years and gives the holder the latitude of prospecting and pegging mining claims anywhere in Zimbabwe subject to certain limitations. At this point, the holder of the prospecting licence can go on to physically peg the area the prospector is interested in as prescribed by section 27 of the Act. However, this should happen after delivering prospecting notices to the land owner. There is a caveat, however, provided in section 31, namely that certain areas are not open to prospecting which, therefore, means they cannot be pegged. Such areas include dams and cultivated dip tanks. Once the requirements prescribed in the Act have been satisfied, individuals interested in mining can then move to apply for registration at the Mines and Mining Development ministry offices and the following must be attached: Prospecting licences, prospecting notice, discovery notice, notification of intention to prospect to the land owner, a map in triplicate to the

The residents were speaking during a 2021 national budget consultative meeting led by the Parliamentary Portfolio Committee on Budget, Finance and Economic Development chaired by Zaka North legislator Rabison Mavhenyengwa. Human rights monitor, Marko Shoko said Zimbabwe was not at war, hence the Finance ministry should channel more resources towards education, health as well as social welfare and stop burdening the country with unnecessary military expenditure. Patricia Zunga said morale in schools was low and the government should seriously look into the plight of teachers and pay them a salary commensurate with the work they do. She also said there was no need for government to continue to allocate huge amounts to the Defence ministry. “Government should consider allocating more money towards the construction of new schools in Chiredzi,” Zunga said. United Chiredzi Residents and Ratepayers Association programmes officer Constance Chikumbo said public hospitals were in a sorry state with no medicine, burdening the poor who could not afford to get treatment at private hospitals. “Immobility of police officers is making countless criminals unaccounted for because most police stations have no vehicles to track down reported cases,” Chikumbo said. “This is an impetus to spiralling cases of corruption by our police force which is now taking bribes in order to open an investigation. Our hospitals need to be stocked with medicine so the government should give more resources to the Health and Child Care ministry.” Other residents said more resources should be allocated to cater for people living with disabilities and other vulnerable members of the community.

The Dutch national believes their latest acquisition, Banda, will add quality to his side. Banda was unveiled at the club a fortnight ago as a direct replacement for Jesi who switched to Al Hilal. EDITORIAL COMMENT Statements by Finance minister Mthuli Ncube last week that his economic blueprint, Transitional Stabilisation Programme (TSP) had scored several successes, got us thinking. What is success, really? When Ncube took over the Finance ministry in 2018 after the November 2017 coup, Zimbabwe was not short of fuel, the country had stable prices and teachers, nurses and other civil servants were religiously reporting for duty as they were relatively happy with the obtaining working conditions. Prices were stable and work, in its various forms, paid enough for employees to sustain their families. In fact, in 2018, Zimbabweans never cared to think about the inflation rate. It was way below 10%, until the professor glided in and force-marched the numbers way up north. This must not be misconstrued to mean the late former President Robert Mugabe’s regime didn’t destroy this economy. We are only comparing the situation back then, and now, when teachers cannot retrn to their workstations because all they have worked for in the past months have been rendered useless by relentless inflation, a volatile exchange and skyrocketing prices. These are just a few examples of what Mthuli found running well when he arrived at the Finance ministry to begin his ruinous reforms where he interfered with a viable multi-currency system with the introduction of a domestic currency. We were shocked back then in June last year, because basic economics told us that a disaster was in the making. Production in industries was extremely low when the rushed currency reforms were made. Exports were very low when the reforms kicked in, and foreign currency reserves at the Reserve Bank of Zimbabwe were below the recommended three months’ cover. Under these circumstances, any right-thinking person would have known that we were headed for disaster. The economy was not ready to sustain its own currency. But what did we see when the Zimbabwe dollar returned? The foreign currency that was still in the market immediately disappeared and the black market rate resurfaced. Ncube and his team were then forced to begin the battle to tame the rage, devoting most of their time to plotting how to win the battle. Elsewhere, the last remaining firms started crumbling because foreign currency shortages had mounted, the power crisis had returned and imported raw materials became difficult to procure. Two years since the TSP came in, it is being wound up and we are a worse off lot. Workers’ pensions have been destroyed, rural communities are sinking deeper into poverty and everything else is in disarray. Now, correct us if we are wrong. Is this the definition of success?

Pfumvudza is a government agricultural programme that relies on conservation methods. Speaking during a virtual meeting in commemoration of the World Food Day held on Friday, assistant FAO programming officer David Mfote said his organisation was excited to collaborate with government in promoting the latest agricultural concept. “Through the livelihoods food security programme we are collaborating with the Lands, Agriculture, Water and Rural Resettlement ministry to promote the Pfumvudza concept and we are quite excited because the ministry has taken it to an upper scale, which is a climate smart conservation and agricultural technique that aims to improve household food security through ensuring cereal adequacy for the whole year,” Mfote said. In a bid to alleviate hunger, government has unveiled the Pfumvudza agricultural concepts that are meant to ensure food provision at household level. The concept involves traditional farming methods that are meant to curb climate change effects at the same time improving yields mainly in the rural areas. The concept has been widely received by communal farmers with government complementing with agricultural inputs as well as expertise. The World Food Programme (WFP) estimates that about 7,7 million people in the country will be food insecure by year end. In her speech on the same day, WFP country director Francesca Erdelmann said there was need to consider technology and innovation in the agricultural sector to improve yields. “Given the intensity of food insecurity in Zimbabwe, anticipatory action is critical. New tools such as forecast-based financing and climate risk insurance have an important role in building robust and stable food systems in Zimbabwe.” Erdelmann added: “For example, under the Africa risk capacity initiative, a recent drought payout of US$290 000 will support selected communities during the forthcoming lean season. We can benefit from joining such regional and global efforts. “Further, the use of digital technology offers opportunities to communicate climate information and suitable farming advice to and between farmers, share market prices for better business decisions, and offer online learning tools for self-learning and enhancing skills and capacities.” The World Food Day is commemorated across over 150 countries with this year’s theme being Grow, Nourish, Sustain, Together.
