The president also stressed the importance of keeping the economy open after months of stifling movement restrictions.
He urged citizens not to drop their guard and continue adhering to the health rules, such as wearing face masks and respecting curfew times.

COKER, St Elizabeth - Residents of this quiet, farming community have pinned the blame on the sustained absence of piped water in their community for Saturday's tragedy in which two teenaged girls were swept away in the river where they went to bathe. Both teens were fished from the body of water, called Coker River, by community folk, four hours apart, yesterday.
In the latest news in South Africa on Thursday 10 December, the country is officially in the second wave of Covid-19 infections, Health Minister Zweli Mkhize announced last night.
Brigadier Tembinkosi Kinana said the man was seen \"chasing his girlfriend at the flats where she was residing\" before allegedly stabbing her.
Democratic Reps. Karen Bass (Calif.) and Ruben Gallego (Ariz.) are joining the many activists and journalists of color drawing attention to how states reopening businesses too soon amid the coronavirus pandemic are likely placing workers of color at disproportionate risk.
During a virtual town hall Monday on the need for more federal funding during the coronavirus crisis, Bass noted the disproportionately high death rates from COVID-19 among Black and Latinx people.
New York City released preliminary data last month showing COVID-19 was killing Black and Latinx people at twice the rate of white people.
Black and Latinx workers are less likely than whites to be in jobs where employees can work from home, with only 1 in 5 Black workers and 1 in 6 Latinx workers able to work from home, according to the U.S. Bureau of Labor Statistics.
On Monday, Gallego, who is vice chair of the Congressional Hispanic Caucus, noted that “structural racism” has led to Black and Latinx communities being disproportionately affected by the coronavirus.
Health Minister Terrence Deyalsingh warned yesterday that the second wave of the coronavirus (COVID-19) pandemic was being spread by young people and appealed to them to follow the measures aimed at curbing the spread of the virus.

Plain clothes members of the Wisconsin National Guard recently started conducting free COVID-19 testing for central city residents.
The tests are part of an initiative by the state and Gov. Tony Evers to test all of Milwaukee’s African Americans, Latinos, and tribal community members at two locations.
Thirty percent of Wisconsinites who have died after contracting COVID-19 are African American.
“Our African American and Latino residents have been disproportionately impacted by COVID-19 both at home and where they work,” read a joint statement from members of the Common Council.
The council members strongly urged African American, Latino and tribal community members—those with or without symptoms—to take advantage of the free COVID-19 testing.
Limpopo police have recovered laptops and WiFi routers, thought to have been stolen during school burglaries, when arresting two men.
The goods are suspected to have been stolen during recent burglaries at Tshishonga Primary School and Mphaphuli Secondary School, said police spokesperson Brigadier Motlafela Mojapelo
\"Community members alerted the police about the presence of two men who were in possession of suspected stolen properties in the Thohoyandou CBD.
One of the suspects was found in possession of four laptops and the other was possessing two WiFi routers and one laptop,\" Mojapelo said.
In a separate case, another two suspects - Rose Vurangu, 23, and Shadukani Mabila, 26 - were denied bail on Friday in the Thohoyandou Magistrate's Court after appearing for possession of computers and laptops that are also believed to have been stolen from Tshishonga Primary School.

Focusing on the Mental Health and Psychosocial Support (MHPSS) pillar, there are many highlights and lessons of Uganda's frontline service providers fighting coronavirus stigma.
Importantly, a Mental Health and Psychosocial Support (MHPSS) pillar was purposively included in the ministry of Health-led Covid-19 national response strategy to handle behavioural change and stigma reduction interventions.
This has been a result of the MHPSS participatory and intensive health education on Covid-19 and has reduced the levels of anxiety and stigma in communities even though there was that isolated case in Kalangala where a recovered person was disowned by some village mates.
The MHPSS pillar has received considerable support from sister departments like Butabika national referral mental health hospital, Makerere University department of mental health, Uganda Counseling Association, among others.
In support of World Health Organization (WHO) guidance to countries, it is critical to integrate mental health psychosocial support into medical interventions in managing viral infectious diseases of Covid-19 magnitude because community engagement plays a significant role in preventing further spread and helps in addressing stigma that usually accompany such diseases due to myths and lack of reliable, factual and readily available information during the emergency phase.

A group of nine leading scientists who advised President Barack Obama has warned that the US has just three months to rebuild its stockpile of emergency medical equipment if it wants to be prepared for a second wave of coronavirus in the fall.
In a seven-page report, whose lead author was the White House science adviser for both Obama terms, the experts fault the Trump administration for failing to replenish the Strategic National Stockpile in preparation for a pandemic just like the one we’re living through now.
The EU’s coronavirus chief has also warned Europe to brace for a second wave, while another top US scientist, the groundbreaking cancer and HIV researcher William Haseltine, has said countries must work to contain the disease, not count on the possibility of a vaccine being developed, which is “not a slam-dunk by any means”.
Black Americans are dying from coronavirus at three times the rate of white people, according to figures compiled by the non-partisan APM Research Lab.
As Lois Beckett writes, the government’s pandemic response has been warped by racism, with the health secretary, Alex Azar, apparently blaming the disease’s victims for their ill health:
Nevada and Wisconsin are trying to make it easier for people to vote safely and by mail during the pandemic.
In sections of the video, as EFF members and community members walked along the road, the man can be seen hitting Sibongile Nkasayi at least twice with the bat.
Washington, D.C. – The NAACP has launched its #WeAreDoneDying campaign, aimed at exposing the inequities embedded into the American health care system and the country at large.
From COVID-19 to running while Black in America, the abuse faced by people of color, particularly African Americans is devastating, according to organization leaders.
The campaign is a call-to-action and highlights the NAACP’s policy interests and supported legislation for African Americans and other people of color, a large demographic that is often left out of recovery effort conversations.
The integrated and interactive content will create actionable steps for people to feel empowered by demanding action from their state’s elected officials on issues such as health care, education, criminal justice, economic justice and voting rights.
“The NAACP Empowerment Programs’ 111 years of advocacy and fighting for the rights of Black people positions us to lead the fight for our community’s interest during this time of uncertainty.”
