The adviser to the EU’s top court has issued a recommendation to allow data protection agencies in any EU country to take legal action against Facebook or any other tech firm even if their regional headquarters are in a different EU state. The recommendation was issued after Facebook sought to rebuff Belgium’s privacy regulator in a data case by saying its European Union headquarters were in Dublin and so Ireland was the lead authority in the EU for the U.S. social media giant. Advocate-General Michal Bobek, the adviser to the Court of Justice of the European Union, recommended that the data protection agency in any EU country should be able to take legal action in various situations even if they were not the lead authority. If the recommendation is followed, it could prompt action by national agencies in the 27-member EU against other U.S. tech companies, such as Google, Twitter and Apple, which also have their EU headquarters in Ireland. Facebook did not provide an immediate comment. EU judges often follow advocate-general opinions but do not have to. They usually deliver a ruling in two to four months. Belgium’s regulator sought to stop Facebook gathering data on the browsing behaviour of Belgian users to show them targeted advertising without their valid consent. The regulator said this took place even if the user did not have a Facebook account. Facebook challenged this on the basis that the Irish privacy watchdog is the lead authority for Facebook. Bobek said the lead authority had a general competence over cross-border data processing and the power of other authorities to start legal proceedings was curtailed in cross-border cases based on the “one-stop-shop” mechanism enshrined in EU rules. But he said the lead authority needed to cooperate closely with other data protection authorities, which he said could still bring cases to their courts. EU privacy rules, known as the General Data Protection Regulation (GDPR), give leeway for other national privacy regulators to rule on violations limited to a specific country. France and Germany have already done this. -Reuters

BY KENNETH NYANGANI GOVERNMENT has increased evacuation centres in Manicaland province from 260 to 464 in the wake of tropical storm Cyclone Chalane which is expected to hit the country tomorrow. In a daily update with NewsDay yesterday Manicaland provincial development coordinator and Civil Protection Unit chairperson Edgar Seenza also said only six people have remained at Copa area where Cylone Idai hit hard last year. He said soldiers have already been deployed in some centres in the province’s seven district while helicopters are on standby in Harare to assist affected people. “We have increased the evacuation centres from 260 to 464 centres as of today (yesterday) as we are preparing for the worst not for the least, we are taking today (yesterday) as our last day because we are assuming that heavy rains might start tomorrow (today),” he said “It the Cyclone Chalane starts there will be no room for movement, let’s assume that bridges and roads will be swept away, l think Cyclone Idai taught us a lesson,” he said “Most people are now are of the tropical storm even in Mahenye in the Southern tip of Zimbabwe are now aware,” he said “We have our troops ready and deployed, we have also helicopters standby in Harare, the sub aqua unit from the army and police is now ready and they keen to respond to any eventuality,” he said “There is one thing that you need to note is that only six people have remained at Copa, they are not resisting from being moved but we will evacuate them to St Patricks High School,” he said The government has already started to provide security and healthcare in evacuation centres in the seven districts where scores of people are set to be relocated in the event Cyclone Chalane hits the country as expected. A majority of Kenyans still cook using firewood, charcoal, dung and kerosene, which release a deadly cocktail of smokes associated with respiratory problems.

Widely available scientific evidence indicate that cooking with firewood, charcoal and any other smoke-emitting household fuel causes non-communicable diseases (NCDs) and death.
Imposing VAT on cooking gas will adversely impact Kenya’s aspired socio-economic transformation considering the positive impact of LPG on human health, environment conservation, local manufacturing and food security.
The report of the government’s Kenya Household Cooking Sector Study, launched at the Clean Cooking Forum in November 2019, indicates that the aforementioned respiratory diseases are killing 21,650 Kenyans annually.
The government policy of promoting the use LPG as the primary household cooking fuel and target of complete access to clean household cooking by 2028 can only be achieved by preserving the fiscal incentives and retaining a conducive investment environment.

The matter came to light at Guruve Magistrates’ Court yesterday when Phenias Gweshe (42), Evance Tauni (23) and Douglas Mandishona (37) appeared before magistrate Geraldine Mutsotso. The State led by Albert Mazhindu alleged that on August 2, the trio gathered 173 people at their shrine and police officers were informed of the gathering, leading to their arrest. The traditional healers said they were conducting cleansing ceremonies at the shrine.They were remanded out of custody to tomorrow for trial.

I do believe that in spite of what we are witnessing, we must recognize God’s handiwork. I just finished reading the book, The Shack, and I was blown away by its content. It really challenged my perspective of God. So often we limit God’s infinite ability based on our limited view and perspective. It is so interesting that the year 2020 is about vision. 20/20 vision is a term used to express sharpness or clarity at a distance. As much as we focus on this as the ideal vision, it is not complete if areas such as side vision, eye coordination, color, or depth perception are also at work. We have spent more time paying attention to things in the distance that we’ve ignored what is in close proximity. So many things we are experiencing have existed but they were not in our view for whatever reason. I believe the pandemic is an opportunity for all of us to have clarity about what is important in our lives. It is a time to dream about possibilities in the face of such uncertainty. And yet, we do know there are so many promises God offers that we must hang on to even when we doubt or find ourselves afraid. Remind yourself of what God has done for you and bring those memories to your remembrance to give you clarity on what has been done before. God is still at work and working in us. God places in each of us desires and dreams. I hope that you are seeking God in this time for revelation, guidance and direction. The fact that God has placed the world on pause is truly a wake-up call for us to become more clear on our purpose and passion. It’s time for all of us to become more intentional about God’s design for our lives. In our world, social media has become a place that we are drawn to in order to feel connected and a part of the community. For many, it is a place to receive validation and affirmation. Although it can provide that, in this season I would caution you to be discerning about what you share. The Bible says, “Do not give dogs what is sacred; do not throw your pearls to pigs. If you do, they may trample them under their feet, and turn and tear you to pieces.” (Matthew 7:6 NIV) Right before this passage, Jesus is sharing about judging others. In this passage, we must judge situations that we are faced with. A loved one recently shared on Facebook something personal and although the intention was good, the impact could have had far-reaching consequences that may have been negative. Your pearls are worn close to your heart. If we share information with dream killers, what was sacred becomes damaged and possibly destroyed. Be careful of who you chose to share your vision and dreams with. If they are reckless (like the dogs or pigs in the scripture) or messy, they are not going to give the care and concern.
