SHENZHEN, China (Reuters) - A Chinese court sentenced 10 Hong Kong activists to between seven months and three years in jail on Wednesday for illegally crossing the border, in a case that has drawn international attention and concern over the defendants’ treatment. The group had all faced charges in Hong Kong over anti-government protests in the Chinese-ruled city and they have been held virtually incommunicado in a mainland prison since their boat was intercepted on Aug. 23 after leaving Hong Kong, allegedly en route to the democratic island of Taiwan. The court in the city of Shenzhen, which borders the semi-autonomous former British colony of Hong Kong, found eight of the defendants guilty of the illegal crossing and sentenced them to seven months in jail and a 10,000 yuan ($1,533) fine. Tang Kai-Yin, 31, and Quinn Moon, 33, were found guilty of organising an illegal border crossing and sentenced to three years and two years, respectively, with fines of 20,000 and 15,000 yuan. The court said the pair had acted under the instruction of others, suggesting more arrests could follow. The defendants’ family-appointed lawyers, who were denied access to their clients, rights groups and relatives criticised the legal process. “We have to remember that they were locked up in China cut off from the world, their families and lawyers of their choosing for four months before attending a mock trial where only CCP-approved players were allowed in,” said Beatrice Li, the sister of Andy Li, 30, who was among those jailed, referring to the Chinese Communist Party. Rights group Amnesty International expressed concern over the safety of the defendants in the mainland prison system. “This group of young Hongkongers will be at risk of torture and other ill-treatment in Chinese jails,” the group’s Asia-Pacific regional director, Yamini Mishra, said in a statement. All 10 had pleaded guilty to their crimes, the court said. The defendants all appeared for the verdicts and were taken away afterwards. Their government-appointed lawyers were not available for comment. A Shenzhen public security bureau spokesman said the sentences would take into account the time the 10 had already spent in detention. Two minors who were among the 11 males and one female - aged 16-33 at the time of their detention - had pleaded guilty to illegal border crossing and would not be charged, the prosecutor said. POLICE WARNING After the verdicts were announced, Hong Kong police said that the two youngest of the group, now aged 17 and 18, had been handed over and would appear in court in the financial hub after completing quarantine for coronavirus. “Hong Kong police want to reiterate the seriousness of absconding; society will not tolerate criminals who are waiting for court hearing but choose to abscond,” said Cheng Lai-ki, acting chief superintendent of the commercial crime bureau. The 10 who were sentenced could face additional charges on their return to Hong Kong, she added. The scene outside the court was quiet, with few media present. Diplomatic representati
Supporters of President Félix Tshisekedi in the Democratic Republic of Congo celebrated on Thursday night as parliament voted to oust pro-Kabila speaker, Jeanine Mabunda. It's the latest round of a bitter dispute between President Felix Tshisekedi and supporters of Joseph Kabila.
A total of 484 lawmakers out of 500 were present. Some 281 voted in favor, while 200 voted against.
\"We are happy because Jeannine Mabunda has been removed from the National Assembly, we are very happy about her removal. This spirit of Kabilism is finally disappearing, we only need Felix Tshiskedi\", José Ngalamulumbe, a Tshisekedi supporters said.
On the floor of parliament, the move to oust Jeanine Mabunda elicited mixed reactions.
\"The departure of this office is the departure of Mr. Kabila, it's the end of Kabila's reign\", pro-Tshisekdi allied lawmaker said.
For Paulin Kashomba, a pro-Kabila Member of Parliament, \"Everything we've done here has had a manufactured basis of cheating. In fact, we had to reject this whole parade we're seeing here and we didn't even have to vote.\"
Kabila's supporters in the Common Front of the Congo party accuse President Tshisekedi of breaching the constitution.
Earlier, the speaker had asked the assembly to reject the petition against her due to ‘’purely technical and non-political reasons.’’
The roots of the crisis date back to the handover of power between Kabila and Tshisekedi in January 2019.
It was the DR Congo's first peaceful political transition since its independence from Belgium in 1960.
But Kabila, who is still only 49 after ruling for 18 years, retains huge clout through political allies and appointees in the military.
BY MIRIAM MANGWAYA Harare City Council finance director Tendai Kwenda yesterday appeared in court on criminal abuse of office charges after he allegedly used council funds to purchase his personal vehicle. It is alleged that Kwenda transferred US$75 000 from the council beer levy account into his account and purchased a personal Jeep Cherokee motor vehicle without council approval. Kwenda was not asked to plead when he appeared before magistrate Ngoni Nduna, but was remanded in custody to December 24. His lawyer Joel Mambara said he would not apply for bail at the magistrates’ court, but at the High Court. Kwenda was arrested a week after he was released at the court on the same charges by magistrate Marehwanazvo Gofa, who said the charges were “meaningless and incomplete. His co-accused when he was first arrested Cainos Chingombe, council human capital director, was also re-arrested early this week and was in custody for using council funds to purchase personal vehicles. The State alleges that Kwenda did not follow the council procurement procedures that stipulate that council procurement exceeding $10 000 should be purchased through a tender process. He purchased the vehicle for $97 500 and topped up $27 500 from his personal funds. He insured the vehicle and demanded the money from council, which was reimbursed. The accused was then involved in an accident with the Jeep and made an insurance claim from Old Mutual, and bought a Land Cruiser that he registered in is name. The beer levy funds he used to purchase his personal vehicle with were not part of the general revenue of the local authority, but was to be used to fund the welfare of the community on provision of services such as health, water sanitation and others. Panganai Chiutsi appeared for the State.

By EMILY WANG FUJIYAMA Associated Press BEIJING (AP) — A city in northern China is building a 3,000-unit quarantine facility to deal with an anticipated overflow of patients as COVID-19 cases rise ahead of the annual Lunar New Year travel rush. State media on Friday showed crews leveling earth, pouring concrete and assembling prefabricated rooms in farmland in an outlying part of Shijiazhuang, the provincial capital of Hebei province, which has seen the bulk of the new cases. That recalled scenes from early last year, when China rapidly built field hospitals and turned gymnasiums into isolation centers to cope with […]

Italy Will Not Let it Go
Italian prosecutors formally put four high-ranking members of Egypt’s security forces under investigation on Thursday over the alleged 2016 kidnapping, torture and killing of Italian doctoral research student Giulio Regeni — whose body was found on a highway in Cairo. Sergio Colaiocco, a prosecutor in Rome, Italy, told a session of a special parliamentary commission on the slaying of Giulio Regeni.
\" As we said, the notice for the conclusion of the investigations is referred to four officers belonging to Egyptian security forces. The names are known and were published by the press. They are all included in the general category of the Egyptian security forces.\"
An Italian judge will review the evidence and decide on whether to indict and order a trial for any or all of the suspects as Italy allows trials of defendants in absentia.
In late November, Egyptian prosecutors slammed the Italian investigators pushing to try in their push to bring five police and intelligence officers to trial.
Another prosecutor in Rome, Michele Prestipino Giarritta, addressed the same commission.
\"Against only one of the five suspects, we have already filed a request for dismissal of the charges against him, because we considered that the evidence gathered against this suspect was not sufficient to usefully prosecute him. Therefore: four notices of the conclusion of the investigations, three for kidnapping, one for kidnapping and conspiring to commit aggravated assault and conspiracy to commit aggravated murder.\"
The case strained relations between Italy and Egypt, an ally it needs in the crackdown on migrant trafficking across the Mediterranean and efforts to combat terrorism.
BY WINSTONE ANTONIO THE late tycoon Victor Cohen’s two daughters have obtained a certificate for a private prosecution against Waverley Blankets managing director Aaron Vico whom they accuse of fraudulently wresting the firm away from them using fake documents. The daughters, Amanda Berkowitz and Belynda Halfon are embroiled in a long-drawn legal battle against Vico who allegedly fraudulently took control of the company and its subsidiaries following the death of their father. They turned to private prosecution after seeing that their efforts for a public prosecution were being frustrated. The state refused to prosecute Vico citing lack of evidence. They have also written to President Emmerson Mnangagwa seeking his intervention to no avail. While almost all criminal prosecutions are undertaken by the State, a private prosecution is a criminal proceeding initiated by an individual citizen or private organisation instead of a public prosecutor. The first ever private prosecution in Zimbabwe saw former Bikita West legislator Munyaradzi Kereke being jailed for raping his 11-year-old niece in 2016. Now that Chief Law Officer in the Prosecutor General’s Office Justin Uladi wrote to Cohen through her lawyers, Mabundu and Ndlovu Law Chambers, on November 25 notifying her that request had been granted, Vico is now set to stand a criminal trial. Vico is accused of fraudulently altering the company’s shareholding and changing company documents with the help of corrupt employees at the Registrar of Companies to exclude other shareholders following Cohen’s death. The deceased family alleges that Vico created new shares amounting to 80% of the company and allocated these to himself. Cohen’s daughters claim the same fraudulent documents that were proved fake by forensic specialists were used to change the ownership of the company and to open new bank accounts. In her affidavit, Amanda, representing the family, stated that in terms of the company documents, Waverly Plastics shareholders are Debra Vico (33 percent), Amanda Cohen (33 percent), Belynda Halfon Nee Cohen (33 percent) and Stella Vicky Cohen (1 percent). Cohen told NewsDay yesterday that she was hoping for justice to prevail after the issuance of the private prosecution certificate. “We had reported the fraudulent activities at the police and National Prosecution Authority (NPA) after discovering fake documents and it has been more than a year without action as we battled efforts to have Vico prosecuted. Justice must prevail now,” she said. “Vico is using his political connections to plunder our late father’s estate. We are just trying hard to get justice but we were consistently blocked in such a way that Vico was favoured even if we had proof of evidence.” Some cases that have been opened against Vico with the police under criminal numbers CID CCD HC CR377/03/19 for Waverley Plastics and another case for companies namely Erica, Blankets for Africa, Colourfast Textiles and Printers. l Follow Winstone on Twitter @widzoanto
