BY HARRIET CHIKANDIWA CIVIC society organisation, Zimbabwe Human Rights Association (ZimRights) has expressed concern over the sending of citizens to prisons and police holding cells for minor offences exposing them to the COVID-19 pandemic. The rights group also said such practice was also endangering the Zimbabwe Prison and Correctional Services workforce. This came after national police spokesperson Assistant Commissioner Paul Nyathi released a statement dated January 19, 2021, saying the police had arrested 2 336 people for offences related to the contraventions of the lockdown regulations. Of these, 890 had been arrested for unnecessary movement while 920 for failing to wear face masks. In a statement, ZimRights said the figures only provide a glimpse into the numbers of Zimbabweans that have been arrested for minor, including political opposition leaders and human rights defenders held at various police cells while others are in pre-trial incarceration exposing them to the pandemic. “ZimRights takes note that while law enforcement remains crucial, a distinction should be drawn between ordinary crime and offences occasioned by the imposition of the lockdown, especially during this difficult time that citizens have been asked to stay at home without the provision of social safety nets,” the organisation said in a statement yesterday. “ZimRights is concerned that the continued reckless detention of citizens, especially activists, for trivial crimes like tweeting, may now seem like a deliberate act to expose them to the COVID-19 pandemic,” the statement added. ZimRights urged the government to respect fundamental rights during this pandemic. “The government must desist from targeting human rights defenders and political opponents and throwing them into cells exposing them to contract COVID-19.” The lobby group added: “ZimRights urges the law enforcement arms of the government to consider using summons and written notices as the primary methods of bringing accused persons to court.” lFollow Harriet on Twitter @harrietchikand1

Nine people, including one police officer, have died in the West African state of Guinea, the security ministry said Wednesday, following days of unrest after a tense weekend presidential election.
In a statement, the ministry pointed to shootings and stabbings in the capital Conakry and elsewhere in the country since Sunday's presidential vote.
\"This strategy of chaos (was) orchestrated to jeopardise the elections of October 18, \" the ministry said, adding that many people had been injured and property was damaged.
Clashes were ongoing in Conakry on Wednesday, where a security officer, Mamadou Keganan Doumbouya, told the press that at least three people had died.
And a local doctor, who declined to be named, said he had received two dead bodies, and nine injured people, at his clinic.
The violence follows the high-stakes election in which President Alpha Conde ran for a third term in a controversial bid that had already sparked mass protests.
With tensions already running high, Guinea's main opposition leader Cellou Dalein Diallo on Monday declared victory in the election -- before the announcement of the official results, which are expected this week.
Opposition supporters are deeply suspicious about the fairness of the poll, although the government insists that it was fair.
Much of the tension in Guinea centres on Conde's candidacy.
In March, the 82-year-old president pushed through a new constitution which he argued would modernise the country. It also allowed him to bypass a two-term limit for presidents, however.
Security forces repressed mass protests against the move from October last year, killing dozens of people.
On Wednesday, plumes of black smoke rose over an opposition stronghold in the capital Conakry, where protesters erected barricades and lit fires, an AFP journalist saw.
Youths in alleyways also hurled stones at police officers stationed along a main artery who fired back tear gas canisters.
The security ministry stated that \"a police officer was lynched to death\" in a Conakry suburb, without specifying when the attack occurred.
In a social media post earlier on Wednesday, Conde appealed for \"calm and serenity while awaiting the outcome of the electoral process\".

Ten candidates are in the race besides alongside frontrunners Conde and Diallo, old political rivals who traded barbs in a bitter campaign.
Despite fears of violence after the pre-vote clashes, polling day was mostly calm.
Then Diallo's self-proclaimed election victory ratcheted up tensions, and celebrations by his supporters descended into violent clashes with security forces on Monday.
The opposition politician said that security forces killed three youngsters that night, although AFP was unable to confirm the details.
Security forces also barricaded Diallo inside his house, the politician said on Tuesday.

Cricket Australia, in agreement with Zimbabwe Cricket, announced on Tuesday that the one-day international series that was due to be played in August has been postponed, the ICC website reported. The tour has been postponed indefinitely, becoming the latest series to be pushed ahead due to the COVID-19 pandemic. The ODIs were originally scheduled to be played on 9, 12 and 15 August. The release from Cricket Australia said that factors were considered before deciding to postpone the series were – the short length of the series, the significant bio-security measures that would need to be implemented prior to August, and concern for the health and safety of players, match officials, and volunteers. While we are disappointed to postpone the series, CA and ZC agree that in the best interest of players, match officials, volunteers as well as our fans, that this is the most practical and sensible decision, said Nick Hockley the interim CEO of Cricket Australia. We are committed to working with Zimbabwe Cricket on alternative dates to reschedule. Givemore Makoni, the acting managing director of Zimbabwe Cricket, also stated that the two boards are working closely on rescheduling the series. We were excited about facing Australia but, given the circumstances, deferring the tour was the only option. We are, however, looking forward to the rescheduling of the series as soon as practically possible, he said. Zimbabwe has been preparing for the tour to Australia for some time, although there were always fears that the coronavirus outbreak would scupper the tour. The southern African nations cricketing fortunes have been on the wane for a while and tours to the bigger cricketing countries have been few and far in between. The Australian tour would have been beneficial for Zimbabwe, as it was a chance to show that the country was still a force to reckon with. Afghanistan is due to visit Zimbabwe either in July or August.

BY MIRIAM MANGWAYA BUSINESS has resumed at Mbare’s Magaba home industry with informal traders defying COVID-19 lockdown regulations and going about their usual operations. This is despite that the government recently banned operations of the informal sector, which was classified under non-essential services in the 30-day lockdown imposed to contain the spread of the coronavirus. A survey by NewsDay revealed that vendors have flocked the Siyaso and Magaba areas and that they are trading on a full-scale, including undertaking manufacturing activities. As part of enforcing the COVID-19 regulations, the Zimbabwe Republic Police mounted several roadblocks on roads leading to the central business district (CBD), barring unauthorised motorists and pedestrians from entering the CBD. Health experts have also warned of a surge in COVID-19-related deaths if people continue to defy lockdown regulations. Chief co-ordinator of the national response to the COVID-19 pandemic, Agnes Mahomva (pictured) told NewsDay in an interview recently that members of the public were obliged to follow COVID-19 regulations to protect themselves from the raging pandemic. But vendors that spoke to NewsDay argued that economic constraints had pushed them into violating the lockdown regulations, although they were cognisant of the seriousness of the pandemic. “I can’t stay at home while I have nothing to eat. The seven days that I have been at home doing nothing have been tough. It’s better that I play hide and seek with the police and get to put food on the table than face the prospect of watching my family starve,” Eliot Magama, a street vendor in Mbare said. Another informal trader, Onias Mapanga said the government should have considered the plight of vendors who survive from hand-to-mouth before imposing the 30-day lockdown. “Government should have secured funding for the informal traders so that they don’t starve when they are not allowed to conduct their operations. People are dying of COVID-19, but for me, there is no difference. It’s better to die trying,” Mapanga said. Mbare was recently on the spotlight for violation of COVID-19 regulations after thousands of people attended a New Year’s eve gig which was held at Matapi Flats. As Zimbabwe is facing a myriad of economic challenges, it is time she took more time to learn from the development paths of others and perhaps moreso that of her closest ally: China. This resonates with the idea behind Rostow’s growth model where developing nations need to follow the stages taken by those ahead in the development process. As Zimbabwe begins a new economic era with the availing of a new economic blueprint; the National Development Strategy 1 (NDS1); there is need to develop learning relationships and strengthen existing ones. Zimbabwe and China have enjoyed relations since pre-independence time when China assisted the former to gain independence from its coloniser. As the nation seeks to achieve significant economic gains to become a middle-income economy by 2030, Zimbabwe could maximise its relations with China as their newly availed economic development plans are in harmony. Zimbabwe has crafted the NDS1, a plan that runs from 2021-2025 and succeeds the Transitional Stabilisation Programme which ended last year. On the other hand, China has also released its 14th Economic Development Plan also set for 2021-2025. The Zimbabwean NDS1 seeks to make Zimbabwe “an upper middle income” economy by 2030 and to accelerate economic growth, improve the public sector and strategic infrastructure such as energy, ICT, transport and house delivery, among others. Other objectives under the new economic blueprint include maintaining fiscal balance at no more than 3% of gross domestic product (GDP), single-digit inflation, increase in international reserves to at least six months import cover from the current less than a month, as well as maintaining domestic and external debt at below 70% of GDP. The Chinese 14th Five Year Plan (2021-2025) on the other hand seeks to make China a “moderately developed economy by 2035” and to replace high-speed growth with high-quality growth, to build China into a technological powerhouse, re-balance the Chinese economy with supply-side structural reform, and to expand domestic demand, while continuing to support international export markets among other ambitious goals. Already one can begin to see how these two plans sync. It is apparent that both countries are focusing on growth economics, while balancing this with an emphasis on sustainability. However, Zimbabwe seems more ambitious in declaring an annual growth of over 5% through to 2025 while China only speaks of “high quality growth”. With China striving towards being “a global leader in innovation” it is apparent that there is an opportunity for Zimbabwe in terms of learning from China with regards to its ICT growth and abilities.
